TOPEKA, Kan., OMAHA, Neb., — Kansas Secretary of State Ron Thornburgh today announced that the State of Kansas has awarded a contract to Election Systems & Software (ES&S) to implement the new ELection Voter Information System (ELVIS), which will help the state meet the requirements of the federal Help America Vote Act (HAVA). HAVA requires states to implement a centralized voter registration system to which all counties, select state agencies, and the Secretary of State can connect electronically by 2006.

"ES&S has more than twenty years of experience working hand-in-hand with election officials at the state and county level throughout Kansas," Secretary of State Ron Thornburgh said. "Furthermore, ES&S has formed an alliance with InfiniTec, a highly qualified Kansas-based election technology and services provider that is already well-regarded in courthouses throughout the state.”

Kansas will use ES&S' PowerProfile Enterprise Edition® voter registration and election management system to construct a secure centralized database of registered voters. The system is Web-based and fully integrated and will enable election officials in all 105 Kansas counties to process registrations on a centralized system, identify and eliminate duplicate voter registrations and when necessary, transfer voters from county to county automatically. ES&S has implemented the system successfully in other states, most recently in New Mexico.

"This centralized system will enable state and county election officials to manage elections more quickly and more easily than ever before," said ES&S President and CEO Aldo Tesi. "This technology is best in its class for voter registration. It will significantly increase efficiency and is compliant with new federal election requirements."

The current project schedule calls for the system to be fully implemented in all counties by January 2006.
