Secretary Schwab Outlines Legislative Agenda Centered on Efficiency, Integrity, and Better Service
Wednesday, January 7, 2026
TOPEKA – Kansas Secretary of State Scott Schwab today announced a legislative agenda that will improve election administration, strengthen business services, and reduce costs for Kansans.
“Our approach is strategic,” Schwab said. “We use a mix of laws, regulations, and internal reforms to deliver better service, protect election integrity, modernize the agency, and run government more efficiently.”
Through changes to state law, the Secretary is seeking to advance the following priorities:
Elections: Schwab proposes further enhancing voter roll maintenance, expanding secure data checks, strengthening protections for voter registration data, clarifying signature verification procedures, and cleaning up outdated or conflicting election laws.
Regulations: The Secretary is modernizing the regulatory process, which will provide Kansans with earlier public notice of proposed regulations, expedited review for priority regulations, and streamlined procedures for technical changes to a regulation. These changes support the continued implementation of the Secretary of State’s initiative to modernize regulatory infrastructure.
Business Services: Through additional regulatory changes set to take effect next month the Secretary of State’s Office will expand online filings, reduce fees, and strengthen efforts to combat business fraud.
“Good government isn’t about how much government does,” Schwab said. “It’s about making smart, practical improvements that save money and serve Kansans better.”
