Schwab's Regulation Transparency Bill Becomes Law After Veto Override

TOPEKA – The Kansas Secretary of State’s office announced that House Bill 2719, aimed at increasing regulatory transparency for Kansans, will become law after the Kansas Legislature voted today to override the Governor’s veto.

HB 2719 builds on ongoing efforts by the Secretary of State to modernize and improve how regulations are reviewed and approved. The bill complements the agency’s broader modernization initiative, which is scheduled to go live in May.

Provisions of the bill include:

Early Public Notice: Currently, Kansans are notified of proposed regulations late in the process, after significant review of a regulation has already occurred. HB 2719 requires earlier public notice before a regulation enters the formal approval process, ensuring meaningful public input at the beginning of the process.

Priority Regulations: The bill allows the Kansas Legislature to designate certain regulations as “priority,” ensuring these are reviewed and processed more quickly by the four regulatory approval agencies-- Department of Administration, Attorney General, Department of Budget, and Secretary of State.

Technical Improvements: The legislation establishes a streamlined process for technical amendments—such as correcting typographical errors or fixing cross-references—without requiring the full rulemaking process.

“HB 2719 continues our work to modernize Kansas’s regulatory framework by increasing transparency, improving efficiency, and ensuring Kansans better understand how regulations impact their daily lives and businesses,” said Secretary Scott Schwab. “I thank the Kansas Legislature for overriding Governor Kelly’s veto.”
