CHAPTER 17

House Bill No. 2332

An Act concerning the legislature; establishing a seal for the house of representatives and a seal for the senate; providing for the custody and use thereof; amending K.S.A. 75-201 and repealing the existing section.

Be it enacted by the Legislature of the State of Kansas:

New Section 1. (a) The seal affixed to the front of the podium in the chamber of the house of representatives on the effective date of this act is hereby established as the seal of the house of representatives. Such seal is described as follows: The east is represented by a rising sun, in the right-hand corner of the seal; to the left of it, commerce is represented by a river and a steamboat; in the foreground, agriculture is represented as the basis of the future prosperity of the state, by a settler’s cabin and a man plowing with a pair of horses; beyond this is a train of ox-wagons, going west; in the background is seen a herd of buffalo, retreating, pursued by two Native Americans, on horseback; around the top is the motto, “Ad astra per aspera,” and beneath a cluster of thirty-four stars. The circle is surrounded by the words, “Kansas House of Representatives”.

(b) The seal of the house of representatives shall be kept in the office of the speaker of the house of representatives and used in attestation of official documents of the house of representatives and for such other purposes as approved by the speaker.

(c) The house of representatives seal may be used by any member of the house of representatives on any official stationery, newsletter or other official communication or for any personal use, except that such use shall not convey an official position of the house of representatives.

(d) The house of representatives seal shall not be used for any campaign purposes.

New Sec. 2. (a) The seal procured by the senate in 2025 is hereby established as the seal of the senate. Such seal is described as follows: The interior of the senate chamber is depicted, with the president’s dais centered in the foreground; on either side of the dais are displayed the flag of the United States and the flag of the state of Kansas; in the background are shown the architectural features of the chamber, including columns, galleries and decorative fixtures, arranged symmetrically to represent the legislative authority and traditions of the state. The design is rendered in a single gold tone, except that the border is royal blue. Around the top is the motto, “Ad Astra Per Aspera,” and around the bottom are the words, “Kansas Senate,” with both appearing on the royal blue border in gold lettering.

(b) The seal of the senate shall be kept in the office of the president of the senate and used in attestation of official documents of the senate and for such other purposes as approved by the president.

(c) The senate seal may be used by any member of the senate on any official stationery, newsletter or other official communication or for any personal use, except that such use shall not convey an official position of the senate.

(d) The senate seal shall not be used for any campaign purposes.

Sec. 3. K.S.A. 75-201 is hereby amended to read as follows: 75-201. The great seal of the state of Kansas, procured by the secretary of state, as required by the joint resolution approved May twenty-fifth, eighteen hundred and sixty-one (which resolution was published as chapter seventy-eight, Laws of eighteen hundred sixty-one) 25, 1861, shall be and remain the great seal of this state. Such seal is described in said joint resolution as follows: The east is represented by a rising sun, in the right-hand corner of the seal; to the left of it, commerce is represented by a river and a steamboat; in the foreground, agriculture is represented as the basis of the future prosperity of the state, by a settler’s cabin and a man plowing with a pair of horses; beyond this is a train of ox-wagons, going west; in the background is seen a herd of buffalo, retreating, pursued by two Indians Native Americans, on horseback; around the top is the motto, “Ad astra per aspera,” and beneath a cluster of thirty-four stars. The circle is surrounded by the words, “Great seal of the state of Kansas. January 29, 1861.”

Sec. 4. K.S.A. 75-201 is hereby repealed.

Sec. 5. This act shall take effect and be in force from and after its publication in the statute book.
