Notice of Commencement of Negotiations for Construction Manager At-Risk Services

Notice is hereby given for the seeking of interest and qualifications for Construction Management At-Risk (CMAR) services for the Kansas Department of Health and Environment (KDHE) New Health and Environmental Lab, Topeka, Kansas. KDHE is seeking to construct a new laboratory facility to replace the existing laboratory facility, currently located in a retrofitted hospital building located at Forbes Field, Topeka, Kansas. The new laboratory facility will be situated at what is now named Lot No. 4 in downtown Topeka, Kansas, located at 12th Street and Topeka Boulevard. The new laboratory facility will consist of a number of high technology Biology, Chemistry, and Diagnostic Laboratories, including a BSL-3 Lab. The laboratories will be supplemented with receiving and shipping facilities and supported with administrative and staff offices, along with staff amenity spaces. The total project budget is limited at $65 million, and the estimated construction budget is 100,000+ GSF at $53 million. The estimated construction duration is 33 months. 

The Construction Manager At-Risk will provide services for both the pre-construction phase and the construction phase including program evaluation and consultation; cost estimating, scheduling, constructibility reviews and value engineering studies; procurement of equipment; prequalify subcontractors and take bids; review bids with the design team and owner for the determination of bids to accept; prepare cost estimate(s) for the un-bid portion(s); provide a Guaranteed Maximum Price (GMP) for the cost of the work and construction schedule; manage construction and track all construction costs for the design team and owner’s review.

To be considered for nomination to interview, the proposed CMAR team proposals must show (1) up-to-date, relevant, and demonstrated successful similar project experience in managing and constructing highly technical testing, and diagnostic laboratory facilities; (2) experience in CMAR delivery system; (3) references from design professionals and owners from previous projects; (4) description of the construction manager project management approach; (5) financial statements; and (6) bonding capacity.

Forms may be found at https://admin.ks.gov/offices/ofpm/dcc/f-and-d. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each proposal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Proposals should be less than 5Mb and follow the current State Building Advisory Commission guidelines for Phase I of the Construction Management at Risk process, which can be found in Part B – Chapter 7 of the Building Design and Construction Manual at https://admin.ks.gov/offices/ofpm/dcc/bdcm. Paper copies and flash drives containing copies of the proposals are not required.
