111-4-3713. “Fire & Ice Tripler” instant ticket lottery game number 257. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Fire & Ice Tripler.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3713.

(f) “Fire & Ice Tripler” is a key number match game with an instant win and a multiplier feature. The player will scratch the play area to reveal six “WINNING NUMBERS” and 25 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a star, the player automatically wins the amount shown below that symbol. If a player reveals a symbol of TPL, the player wins triple the prize amount shown below that symbol.

(g) Each ticket in this game may win up to 25 times.

(c) For this game, a play/prize symbol shall appear in 60 play spots within the play area or areas.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 014.

(e) The price of instant tickets sold by a retailer for this game shall be $20.00 each.

(f) “Diamond 7s” is a key number match game with instant wins and five bonus symbol match areas. The player will scratch the play area to reveal five “WINNING NUMBERS” and 25 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a 7 (outlined), the player automatically wins the prize amount shown below that symbol. If a player reveals a symbol of a 77 (outlined), the player wins $200. Article 18.—GENERIC PLAYER LOYALTY CLUB RULES

111-18-3. PlayOn program overview; registration. (a) The PlayOn program shall be powered by the Stellar Loyalty, Inc. loyalty solution platform and administered by Pollard Banknote Limited for the Kansas lottery. PlayOn can be accessed through the Kansas lottery’s website at www.kslottery.com or any mobile version of PlayOn or mobile application which allows access to PlayOn. PlayOn offers Kansas lottery players various opportunities to earn and collect points which can be used to participate in drawings and other promotional opportunities.

(b) Any natural person, at least 18 years of age with a street mailing address in the United States or a United States territory, is eligible to join PlayOn through the registration process which requires a player to complete a member profile and provide personal information, including but not limited to age verification. Post office box addresses are not acceptable.

(c) The registration of all members in the Kansas lottery’s players club immediately prior to implementation of PlayOn will automatically transfer to the Kansas PlayOn program. Said member will be required to activate his or her new account in PlayOn.

(d) Members can earn points by submitting eligible Kansas lottery ticket product code entries on the PlayOn site and by participating in challenges and other activities or through free points awards offered by the Kansas lottery. A member is limited to entering a total of 40 tickets per calendar day, which includes game tickets for any second-chance drawing promotion(s).

(e) Members can use points to participate in drawings and other promotional offers provided by PlayOn.

(f) Points have no monetary or property value and shall not necessarily be associated with the face value of tickets.

(g) Point value will be revealed upon the successful submission of each eligible ticket or completion of a promotion or activity. Each eligible ticket has a point value based upon a range of values assigned by the Kansas lottery and is subject to change.

(h) Points are not transferable for any reason, including upon the death of a member or in a domestic dispute matter. Point balances from more than one account shall not be combined.

(i) Each member shall be responsible to ensure that his or her account points are properly credited. A member may submit a claim by email via the PlayOn “Contact & Support” link within five days of the date of claimed accrual of points; otherwise, such claims are null and void.

(j) Members are solely responsible for all activity on their accounts and for the security of their computer systems.

(k) Members shall be responsible for ensuring that the contact information provided for the account is current and valid. Failure to keep such information updated may result in forfeiture of prizes or disqualification from the PlayOn program.

(l) A member shall utilize no more than one single active PlayOn account.

(m) An account shall be deemed inactive if there has not been any activity associated with such account during the previous 365 days.

(n) Members enrolled in PlayOn are subject at all times to the terms and conditions, privacy policy, Kansas lottery rules, regulations, policies, directives, and procedures, the Kansas lottery act, and other applicable laws.

(o) Terms and conditions shall apply no matter how the programs described are accessed.

(p) The Kansas lottery PlayOn program shall be provided to individuals only. Corporations, associations, or groups may not participate in the program.

(q) Participation in PlayOn shall be voluntary and conditioned upon acceptance, without modification, of the terms and conditions and certification of eligibility requirements set forth in applicable regulations.

(r) Any activities associated with PlayOn shall be void where prohibited by law.

(s) All questions or disputes regarding eligibility for any PlayOn activities or member compliance shall be resolved by the Kansas lottery in its sole discretion.

(t) The Kansas lottery may send emails that include information that the Kansas lottery believes members may be interested in as a PlayOn member, including emails to reset passwords, account activity, and program updates.

(u) Members may discontinue receiving emails by opting out or cancelling their PlayOn membership. Upon cancellation of a PlayOn account, the cancelling member shall no longer have access to any PlayOn areas of the Kansas lottery website and related apps, and any points accrued to date of cancellation shall be forfeited.

(v) Members shall be responsible for the payment of any and all applicable taxes which may result from participation in any PlayOn activities and/or promotions unless those taxes are paid by the Lottery as part of a prize.

(w) Any content available on the PlayOn website and related apps which is owned by the Kansas lottery or other third parties is protected by copyrights, trademarks, and other intellectual property rights.

(x) A player must be a member of PlayOn to be eligible to participate in drawings, activities, and events sponsored by the player loyalty club.

(y) All information posted by a member in the PlayOn program becomes the property of the Kansas lottery to use as it deems necessary. Any re-use of information does not entitle a member to any future compensation.

(z) Prizes will be issued in the winner’s name only. The winner is the name that was entered during the PlayOn registration. (Authorized by K.S.A. 74-8710 and 74-8748; implementing K.S.A. 74-8710; effective, T-111-2-24-17, Jan. 11, 2017; amended, T-111-6-20-22, June 8, 2022.)

111-18-8. Termination of member accounts; review; exceptions. (a) Member accounts shall be terminated when the Kansas lottery discovers any of the following conditions:

(1) The member is controlling multiple accounts in violation of K.A.R. 111-18-3;

(2) The account is inactive pursuant to K.A.R. 111-18-3;

(3) The member has violated any of the terms and conditions as defined in K.A.R. 111-18-2, or any other rules, regulations, or statutes of the Kansas lottery.

(b) For the purposes of this article, the terms “deletion,” “deactivation,” and “termination” shall have the same meaning.

(c) Each member will be notified by email of any termination of their account(s).

(d) A player may request review of the decision to terminate their account by contacting the Kansas lottery or the PlayOn support team within seven days commencing from the date of the notice of account termination.

(1) A player requesting review of the termination of multiple accounts shall have the option to reactivate one of their accounts. No points shall be transferred between any terminated account and the reactivated account. If any player with an account reactivated under this paragraph is later subject to termination under paragraph (a)(1) of this regulation, no additional reactivation shall be available to that player.

(2) A player requesting review of the termination of an inactive account shall not have any relief. Such a player shall create a new account if they intend to participate in PlayOn.

(3) A player requesting review of termination for any other reason shall demonstrate a lack of culpability, such as mistake, inadvertence, surprise, or excusable neglect, by a preponderance of the evidence in order to have their account reactivated. If any player with an account reactivated under this paragraph is later subject to termination under paragraph (a)(3) for the same or a similar violation, no additional reactivation shall be available to that player.

(e) The Kansas lottery may offer a retention incentive to inactive members pursuant to K.A.R. 111-19-2a, as amended, prior to terminating an inactive account.

(f) The Kansas lottery may elect to issue a warning to any member prior to terminating such member’s account(s). Any such warning shall state the nature of the reason for the warning, the time period expected for the member to demonstrate compliance and the penalty for failure to demonstrate compliance within such period of time.

(g) The Kansas lottery may require members to provide proof of identity to demonstrate that such member is not operating multiple accounts. When proof of identity is requested, a member may provide a copy of a valid and unexpired state-issued identification, utility bills, voter registration cards, or other documents that demonstrate by a preponderance of the evidence that the member’s name, address, and other required information are correctly entered in PlayOn.

(h) The Kansas lottery may require any player whose account is terminated under this regulation to forfeit any prize won but not yet awarded. (Authorized by K.S.A. 74-8710 and 74-8748; implementing K.S.A. 74-8710; effective, T-111-6-20-22, June 8, 2022.)

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-126. K-State Football Gameday Experience drawing. (a) The Kansas lottery may conduct a drawing entitled “K-State Football Gameday Experience” in which 30 Kansas lottery players will win tickets and a parking pass for the Kansas State University football game at Bill Snyder Stadium in Manhattan, Kansas on September 10, 2022, October 29, 2022, or November 26, 2022. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on July 18, 2022, and ending at 11:59 p.m. on August 14, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 18, 2022, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 346 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package in this promotion.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed, except in this promotion 10 alternates will be drawn.

(e) The prize packages shall consist of the following: the Kansas lottery shall award the first 10 winners drawn suite tickets for two people and a parking pass to the Saturday, September 10, 2022, Kansas State University football game; the next 10 winners drawn will receive suite tickets for two people and a parking pass to the Saturday, October 29, 2022, Kansas State University football game; and the last 10 winners drawn will receive suite tickets for two people and a parking pass to the Saturday, November 26, 2022, Kansas State University football game. Each winner and guest will also receive a game program and food and non-alcoholic beverages while in the suite. State and federal mandatory income withholding taxes on the prize will be paid by the Kansas lottery. Each prize package is valued at approximately $2,465.00.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except as follows: in this promotion the 10-day deadline for the winners to return their claim forms shall be 10 business days and commence with the date of the announcement of the winners. The Kansas lottery is not responsible for electronic malfunction or player error.

(g) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.

(h) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(j) By entering the drawings, entrant agrees to PlayOn terms and conditions.

111-19-127. Sporting KC Season Finale Experience drawing. (a) The Kansas Lottery may conduct a drawing entitled “Sporting KC Season Finale Experience” in which 28 Kansas lottery players will win tickets for the Sporting KC soccer game at Children’s Mercy Park in Kansas City on October 2, 2022. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on July 25, 2022, and ending at 11:59 p.m. on August 21, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 25, 2022, at which time the winners will be announced.

(b) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 347 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package in this promotion.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winners and alternate winners shall be followed, except in this promotion, 10 alternates will be drawn.

(e) The prize packages shall consist of the following: the Kansas lottery shall award the first three winners drawn a VIP Grand Prize package consisting of four suite tickets and $400 cash. Each prize package is valued at approximately $2,467; the next 25 winners drawn will receive a prize package consisting of two game tickets and $200 cash. Each prize package is valued at approximately $306.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except as follows: in this promotion the 10-day deadline for the winner to return their claim form shall be 10 business days and commence with the date of the announcement of the winner. 111-19-128. Jayhawk Football Gameday Experience drawing. (a) The Kansas lottery may conduct a drawing entitled “Jayhawk Football Gameday Experience” in which 28 Kansas lottery players will win tickets to a 2022 KU Football game at David Booth Kansas Memorial Stadium in Lawrence, Kansas. The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on July 18, 2022, and ending at 11:59 p.m. on August 7, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 12, 2022, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.

(c) A total of 214 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package in this promotion.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed, except in this promotion 10 alternates will be drawn.

(e) The prize packages shall consist of the following:

(1) The Kansas lottery shall award the first two winners drawn season tickets for two people and a parking pass for the 2022 Kansas University Football season, valued at approximately $1,141;

(2) The next 18 winners drawn will receive 2022 Kansas University Football game suite level tickets for two people as follows:

(A) The first three winners will receive tickets to the first regular season home game;

(B) The next three winners will receive tickets to the second regular season home game;

(C) The next three winners will receive tickets to the third regular season home game;

(D) The next three winners will receive tickets to the fourth regular season home game;

111-19-129. “Super Chiefs” drawing. (a) The Kansas lottery shall conduct a drawing entitled “Super Chiefs” in which two Kansas lottery players will win the prize package listed in subsection (d). The Kansas lottery will accept entries into the drawing beginning at 12:00 a.m. on July 25, 2022, and ending at 11:59 p.m. on August 14, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 18, 2022, at which time the winners will be announced.

(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Super Kansas Cash tickets purchased between 4:00 a.m. on July 24, 2022, and 2:59 a.m. on August 14, 2022.

(c) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry per dollar based on the cost of the ticket.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The prize package shall consist of the following: two tickets to the eight regular season Kansas City Chiefs home games at GEHA Field at Arrowhead Stadium in Kansas City, Missouri; a parking pass for each game; $2,000 cash; and state and federal mandatory income withholding taxes paid by the Kansas Lottery. Each prize package is valued at approximately $7,951.

(e) A player may enter the drawing with as many “Super Kansas Cash” tickets as they have purchased within the time allotted, but may win only one prize in this promotion.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except as follows: in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners. (h) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.

(i) In the event any game in the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

111-19-130. Powerball First Millionaire of the Year. (a) The Kansas lottery may conduct a drawing entitled “Powerball First Millionaire of the Year” awarding prizes to the 12 players selected as winners. Eligible tickets for entry into this drawing may be purchased on or after August 1, 2022, at 4 a.m. Entries into the drawing will be accepted beginning on August 2, 2022, and ending at 11:59 p.m. on October 2, 2022. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 6, 2022, after which time the winners will be announced.

(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Powerball and Kansas Lottery Powerball with Power Play tickets with a purchase price of $6.00 or more on a single ticket.

(c) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, for each dollar spent on a Kansas Lottery Powerball ticket with or without the Power Play option, the player shall receive one entry. (f) One drawing will be conducted by the Kansas lottery. The first player selected will become the finalist winner who will receive $1,000 cash and a chance to be in the Powerball First Millionaire of the Year promotion drawing executed by the Multi-State Lottery Association. The finalist shall also receive a trip prize package to New York City provided and fulfilled by, or on behalf of, the Multi-State Lottery Association consisting of the participation in the Powerball First Millionaire of the Year event on January 1, 2023, and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery. The second player selected will be awarded $1,000 cash and a trip prize package to New York City provided and fulfilled by, or on behalf of, the Multi-State Lottery Association and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery. The next 10 players selected will be awarded $1,000 cash each.

(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed, except that in this promotion the 10-day deadline for the winner to return their claim forms shall commence with the date of the announcement of the winners.

(h) In the event the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(j) By entering the drawing, entrant agrees to PlayOn terms and conditions.

(k) Prize package for finalist and trip winner is valued at approximately $28,169.01. State and federal mandatory income withholding taxes shall be paid by the Kansas Lottery.

(l) All winners and guests shall release the Kansas Lottery from any liability for injuries sustained while redeeming any portion of the prize. All trip prize winners and guests shall follow all rules of any venue selected as part of the trip prize, and failure to abide by any such rules may subject the winner and/or their guest to expulsion and forfeiture of any remaining portion of the prize.
