Notice Concerning Amendment to Kansas Air Quality Construction Permit

Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding the amendment of a previously issued air quality construction permit. Excel Industries, 200 S. Ridge Rd., Hesston, KS 67062, owns and operates the stationary source located at 200 S. Ridge Rd., Hesston, Harvey County, KS 67062. Certain requirements in the construction permit dated August 7, 2020, were found no longer appropriate and the construction permit have been modified. The modified construction permit includes the update potential air emissions, the change of the facility type as true minor and permit existing emergency engine and two new paint booths.

A copy of the construction permit modification is available for public inspection, from the date of publication, during normal business hours, at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, and at the South Central District Office, 300 W. Douglas, Suite 700, Wichita, KS 67202. To obtain or review the construction permit modification, contact Matthew Reynolds, 785-296-1719, at the central office of the KDHE, and to review the proposed permit only, contact Joshua Webb, 316-337-6020, at the South Central District Office. The standard departmental cost will be assessed for any copies requested.

Please direct written comments or questions regarding the proposed construction permit modification to Matthew Reynolds, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than the 12:00 p.m. Monday, August 28, 2023.

A person may request a public hearing be held on the proposed construction permit modification. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Matthew Reynolds, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, August 28, 2023, in order for the Secretary of Health and Environment to consider the request.
