Notice Concerning Amendment to Kansas Air Quality Construction Permit

Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding the amendment of a previously issued air quality construction permit. Coffeyville Resources Refining & Marketing, LLC, 400 N. Linden St., Coffeyville, KS 67337, owns and operates the stationary source located at 400 N. Linden St., Coffeyville, Montgomery County, KS 67337. Certain requirements were found to no longer be appropriate in the construction permit dated October 14, 2022. These requirements are being modified.

A copy of the modification is available for public inspection, from the date of publication, during normal business hours, at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, and at the Southeast District Office, 308 W. 14th St., Chanute, KS 66720. To obtain or review the modification, contact Stephen Bartels, 785-296-6421, at the central office of the KDHE, and to review the proposed permit only, contact Ryan Jack, 620-860-7235, at the Southeast District Office. The standard departmental cost will be assessed for any copies requested.

Please direct written comments or questions regarding the proposed modification to Stephen Bartels, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than 12:00 p.m. Monday, November 6, 2023.

A person may request a public hearing be held on the proposed modification. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Stephen Bartels, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, November 6, 2023, in order for the Secretary of Health and Environment to consider the request.
