Notice of Requested Programming Services

Notice is hereby given of the commencement of the selection process for programming services for Kansas State University (KSU). One or more firms will be selected. KSU is seeking an architectural/engineering/historic preservation consultant to prepare a program report/scoping document for the renovation of Anderson Hall. KSU intends to separate the scoping and renovations into two general phases. Phase 1: Exterior stabilization and renovation of the buildings envelope components, and; Phase 2: Focus on system renovation and scoping items to renovate the interior spaces.

KSU requests the ability for the programming consultant to be retained with a possible extension of the contract scope to include future design services for these phases, for which the university intends to prioritize and execute the construction of Phase 1 within a timely manner.

The program will serve to build a comprehensive plan to identify scope, budget, schedule, and phasing/timeline strategies such that fundraising and future design/construction projects can be funded, designed, and executed. Program to Kansas Board of Regents program report requirements for project approval and initiation.

Qualifications

  • National experience with similar National Register of Historic Place Landmark facilities; Knowledge and applied expertise with Secretary of Interior Standards for the Treatment of Historic Properties.
  • Experience with State of Kansas SHPO and Kansas Preservation Act Regulations.
  • Experience with state and federal historic/preservation grant and tax credits.
  • Stakeholder Leadership and Engagement (various scales – from campus leadership and campus stakeholders; to students/alumni; SHPO, preservation community); Ability to create consensus and guide stakeholders in development of guiding principles/ priorities.
  • Knowledge and sensitivity of building system replacement/ repair in context of historic preservation and phased approach.
  • Experience with Kansas Board of Regents facilities and Kansas Department of Administration – Office of Facilities and Property Management processes, and/or similar jurisdictional oversight.

  • Experience of firm/experience of individuals in successful completion of similar projects.
  • Project approach.

The project construction budget is $40,000,000.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051-054, inclusive, and information regarding similar projects. These forms may be found at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/forms-and-documents. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each proposal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Proposals should be less than 5 Mb and follow the current State Building Advisory Commission guidelines which can be found in Part B – Chapter 2 of the Building Design and Construction Manual at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/building-design-and-construction-manual-bdcm. Paper copies and flash drives containing copies of the proposals are not required.

Proposals should be sent to professional.qualifications@ks.gov. Proposals received after the date and time noted below will not be forwarded to the State Building Advisory Commission for review. The PDF proposal submissions shall be delivered to the attention of State Building Advisory Commission by 2:00 p.m. on or before September 13, 2024.
