Request for Quotes

Quotes for driver feedback signs (Project Signposts, Anchors, and Sleeves (TS-3050), KDOT Project No. 46 N-0798-01, Federal Aid Project No. CRP-N079(801)) will be received by the City of Overland Park, Kansas, by email to eric.birkeness@opkansas.org until 2:00 p.m. (Central Time) October 29, 2024. Any emailed quote received after the designated closing time will not be accepted.

Respondents agree that in order to assure high quality and durable construction in conformity with approved plans and specifications and a high degree of reliability on statements and representations made by engineers, contractors, suppliers, and workers on federal-aid highway projects, it is essential that all persons concerned with the project perform their functions as carefully, thoroughly, and honestly as possible. Willful falsification, distortion, or misrepresentation with respect to any facts related to the project is a violation of federal law.

The following KDOT Certifications must be signed and submitted with the quote as a package:

  • 08-10-66-R05 (LPA) – Certification – Noncollusion and History of Debarment
  • 04-26-90-R05 (LPA) – Declaration – Limitations on Use of Federal Funds for Lobbying
  • 08-04-92-R03 (LPA) – Certification – Contractual Services with a Current Legislator or a Current Legislator’s Firm
  • Federal Funds Lobbying Certification Attachment

Compliance with KDOT Special Provision to the Standard Specifications, Edition 2015 (“Buy America” Materials) and KDOT Civil Rights Act Attachment shall be a condition of the quote and any resulting contract.

The successful respondent(s) shall be required to enter into an agreement with the City of Overland Park in the form of the sample agreement provided.

Questions regarding the specifications should be referred to Eric Birkeness at 913-895-6032. Copies of quote documents are on file at the office of the Contract Specialist, phone 913-327-6681. Please contact the Contract Specialist for the Quote Package. Quotes shall be made upon the form provided in ink or typewritten. Numbers shall be stated both in writing and in figures; the signature shall be long hand; and the complete form shall be without alteration or erasure. On alternate items for which a quote is not submitted, a written indication of “no quote” on the quote form is required. No oral, facsimile, or telephonic quotes or alterations will be considered.

The city reserves the right to accept or reject any and all quotes and to waive any technicalities or irregularities therein. Quotes may be modified or withdrawn by written request of the respondent by email to eric.birkeness@opkansas.org, prior to the quote deadline; provided, however, that no respondent may withdraw its quote for a period of thirty (30) days from the due date thereof. All respondents agree that rejection shall create no liability on the part of the city because of such rejection. It is understood by all respondents that an unsuccessful respondent has no cause of action against the city for quote preparation costs. The filing of any quote in response to this invitation shall constitute an agreement of the respondent to these conditions.
