Notice Concerning Proposed Kansas Air Quality Construction Permit
Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding a proposed air quality construction permit. The Empire District Electric Company – Riverton Power Station has applied for an air quality construction permit in accordance with the provisions of K.A.R. 28-19-300. Emissions of particulate matter (PM), particulate matter with less than or equal to 10 microns in aerodynamic diameter (PM10), particulate matter with less than or equal to 2.5 microns in aerodynamic diameter (PM2.5), carbon monoxide (CO), oxides of nitrogen (NOX), oxides of sulfur (SOX), combined hazardous air pollutants (HAPs) and individual HAP (Formaldehyde) were evaluated during the permit review process.
The Empire District Electric Company – Riverton Power Station, 7240 SE K-66 Hwy., Riverton, KS 66770, owns and operates an electrical services facility located at 7240 SE K-66 Hwy., Riverton, Cherokee County, KS 66770, at which two (2) new Black Start Combustion Turbines (replacement of Units 10 and 11) with no control equipment, new 500 kW Emergency Engine, and one new SF6 Circuit Breaker are to be installed.
A copy of the proposed permit, permit application, all supporting documentation, and all information relied upon during the permit application review process are available for public review from the date of publication during normal business hours at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366 and at the Southeast District Office, 308 W. 14th St., Chanute, KS 66720. To obtain or review the proposed permit and supporting documentation, contact Arwa Alrefaai at the central office of KDHE at 785-368-7030, or Ryan Jack at the Southeast District Office at 620-431-2390. The standard departmental cost will be assessed for any copies requested. The proposed permit, accompanied with supporting information, is available, free of charge, at the KDHE BOA Public Notice website at https://www.kdhe.ks.gov/413/Public-Notices.
Please direct written comments or questions regarding the proposed permit to Arwa Alrefaai, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than 12:00 p.m. Monday, November 4, 2024.
A person may request a public hearing be held on the proposed permit. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Arwa Alrefaai, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, November 4, 2024, in order for the Secretary of Health and Environment to consider the request.
