Public Notice

The Kansas Department of Health and Environment, Division of Health Care Finance (KDHE-DHCF), is amending the Kansas Medicaid State Plan to discontinue the OneCare Kansas (OCK) program as a covered service effective January 1, 2025.

The six core OCK services will remain available to current members until December 31, 2024. Affected members will have the option to transition to alternative care coordination models within KanCare. All physical and behavioral health care services will continue under the KanCare program.

KDHE-DHCF will submit five State Plan Amendments (SPAs) to the Centers for Medicare and Medicaid Services (CMS). The first SPA will be for Medicaid members with a serious mental illness (SMI). The second SPA will be for Medicaid members with asthma and who are at risk for developing another chronic health condition. The third SPA will remove OneCare Kansas services from Mandatory Managed Care, Attachment 3.1-F. The fourth and fifth SPAs will remove Health Homes (OneCare Kansas) from the Working Healthy Alternative Benefit Plan (ABP) and the STEPS Alternative Benefit Plan (ABP).

For the Working Healthy ABP SPA and the STEPS ABP SPA, the State assures that, as outlined in 42 CFR ยง440.345, EPSDT services will continue to be available to all eligible ABP beneficiaries and that the state will comply with the provisions of section 5006(e) of the American Recovery and Reinvestment Act of 2009.

The proposed effective date for these five SPAs is January 1, 2025.

The last day for public comment is November 18, 2024.
