House Bills

HB 2786, AN ACT concerning sales and compensating use tax; relating to city and countywide retailers’ sales tax; approving an election held by Ellsworth county to impose countywide retailers’ sales tax for the purpose of financing the costs of construction, equipping and furnishing of a law enforcement center and courthouse improvements; amending K.S.A. 2025 Supp. 12-187 and 12-192 and repealing the existing sections, by Committee on Taxation.

HB 2787, AN ACT concerning alcoholic beverages; regarding temporary permits; correcting an inconsistency in the number of such permits allowed in a year; amending K.S.A. 2025 Supp. 41-1201 and repealing the existing section, by Committee on Federal and State Affairs.

HB 2788, AN ACT concerning the department for children and families; establishing a business enterprise program oversight task force; providing for the membership, duties and dissolution of such task force; requiring the task force to submit a report to the legislature; permitting such task force to request that legislative post audit conduct an audit of the business enterprise program; naming the existing program as the business enterprise program and renaming the vending facilities advisory committee to the committee of blind vendors; establishing the business enterprise program fund in the state treasury and transferring moneys to such fund from the vending facilities account outside the state treasury; requiring the secretary to provide notice to the committee when rejecting input thereof; amending K.S.A. 75-3337, 75-3339a, 75-3340 and 75-3343 and repealing the existing sections, by Committee on Appropriations.

House Concurrent Resolutions

HCR 5033, A CONCURRENT RESOLUTION ratifying the State of Disaster Emergency declaration issued on February 24, 2026, by Governor Laura Kelly in response to the impacts of wildfires affecting certain counties; providing for the continuation thereof through March 25, 2026, by Representative Rahjes.

Senate Bills

SB 516, AN ACT concerning crimes, punishment and criminal procedure; relating to unlawful gambling; exempting certain devices and contests from the crime of unlawful gambling; amending K.S.A. 21-6403 and 21-6404 and repealing the existing sections, by Committee on Federal and State Affairs.

SB 517, AN ACT concerning education; relating to the Kansas blueprint for literacy; expanding reporting requirements in the every child can read act; requiring members of the literacy advisory committee to have certain expertise; aligning literacy fluency goals with the state board of education’s assessment cut scores; requiring school districts to employ reading specialists and develop individual student literacy plans for certain high-risk students; requiring the state board of education to designate best literacy practices and include a literacy practicum in the requirements for teacher licensure; requiring the development of a comprehensive literacy implementation plan; providing requirements for educator preparation programs; amending K.S.A. 2025 Supp. 72-3262, 74-32,290, 74-32,291, 74-32,292, 74-32,293, 74-32,294 and 74-32,295 and repealing the existing sections; also repealing K.S.A. 2025 Supp. 74-32,296, by Committee on Ways and Means.

SB 518, AN ACT concerning disposition of certain state real property; authorizing the state historical society to convey certain real property located in Johnson county to the Prairie Band Potawatomi Nation; imposing certain conditions; prescribing costs of conveyance; requiring a report every two years for a 10-year period by the Prairie Band Potawatomi Nation to the joint committee on state-tribal relations regarding the rehabilitation of the property and consultation with other tribes, by Committee on Federal and State Affairs.

SB 519, AN ACT concerning agriculture; relating to the agritourism promotion act; exempting certain registered agritourism operations from local code and regulation enforcement; amending K.S.A. 2025 Supp. 32-1432 and repealing the existing section, by Committee on Federal and State Affairs.

SB 520, AN ACT concerning crimes, punishment and criminal procedure; creating the crime of interference with the conduct of a religious assembly and providing criminal penalties therefor; providing for a civil cause of action for damages arising from such offense; amending K.S.A. 21-6205 and K.S.A. 2025 Supp. 75-702 and repealing the existing sections, by Committee on Federal and State Affairs.

SB 521, AN ACT concerning income taxation; relating to the child day care services assistance tax credit; providing for credits for payment of employee’s child care and contributions to a third party for increased child care options; amending K.S.A. 2025 Supp. 79-32,190 and repealing the existing section, by Committee on Assessment and Taxation.
