Notice of Hearing on Proposed Administrative Regulation

A public hearing will be conducted at 11:00 a.m. Tuesday, May 12, 2026, in the Docking State Office Building Twister conference room, room 126, 915 SW Harrison St., Topeka, Kansas, to review and consider the adoption of a proposed regulation, K.A.R. 7-47-2, of the Secretary of State. The hearing will be conducted in person. Additionally, interested parties wanting to participate remotely may contact Clay Barker at clay.barker2@ks.gov to obtain remote access information.

This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed regulation. Comments may be submitted prior to the hearing to Clay Barker, General Counsel, Office of the Secretary of State, Docking State Office Building, 915 SW Harrison St., Topeka, KS 66612, or to clay.barker2@ks.gov. All interested parties will be given a reasonable opportunity at the hearing to present their views. It may be necessary to request each participant to limit any oral presentation to five minutes.

Any individual with a disability may request accommodation to participate in the public hearing and may request the proposed regulation and economic impact statement in an accessible format. A summary of the proposed regulation and its economic impact follows:

The authorizing statute, K.S.A. 25-3010, requires a regulation “enumerating the specific records and procedures to be examined” as part of the procedural audit conducted in four counties every odd year. K.A.R. 7-47-2 lists the items that will be inspected during the procedural audit in each county election office. There are no economic costs to private businesses and only de minimis costs incurred every odd year by state government and four county governments.
