House Bill No. 2555
An Act concerning rural health; requiring grant applications, expenditure information, reports and other documentation concerning the rural health transformation program to be presented and provided to the state finance council, house of representatives committee on appropriations, senate committee on ways and means and legislative budget committee.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) All grant applications from a partner, stakeholder or subawardee requesting moneys from the rural health transformation program established pursuant to section 71401 of public law 119-21, following review of such application by the Kansas rural health innovation alliance, shall be presented to the state finance council at a state finance council meeting. Such application information presented to the state finance council shall include the:
(1) Partner, stakeholder or subawardee receiving the grant;
(2) purpose of the grant including planned expenditures;
(3) physical location and, if applicable, the local impacted community where the intended expenditures shall be made; and
(4) outcomes to be achieved by each grant.
(b) As soon as practicable following the expenditure, information concerning the moneys expended by the state of Kansas from the centers for medicare and medicaid services pursuant to section 71401 of public law 119-21 for the rural health transformation program and any other federal law that appropriates moneys to the state for the rural health transformation program shall be presented to the state finance council at a state finance council meeting.
(c) Any report and other documentation required to be submitted to the centers for medicare and medicaid services pursuant to section 71401 of public law 119-21 shall be provided to the state finance council. Each grant recipient shall provide to the state finance council quarterly reports of the metrics used to measure success of the intended outcomes and key performance indicators achieved through the awarded grant.
(d) All grant applications, expenditure information, reports and other documentation required to be presented and provided pursuant to this section shall also be presented and provided to the house of representatives committee on appropriations and the senate committee on ways and means at a committee meeting during the regular session of the legislature and to the legislative budget committee when the legislature is not in regular session.
(e) The governor shall designate who will present and provide the information as required by this section.
Sec. 2. This act shall take effect and be in force from and after its publication in the Kansas register.
