Notice of Hearing on Proposed Administrative Regulations
A public hearing will be conducted at 10:00 a.m. Monday, July 13, 2026, at 120 SW 10th Ave., 2nd Floor, Topeka, KS 66612, to consider the adoption of proposed rules and regulations, K.A.R. 16-22-1 and K.A.R. 16-22-2, of the Office of the Attorney General, on a permanent basis. The public hearing will be conducted in person and via video conferencing system. Members of the public who wish to attend the public hearing virtually must pre-register by emailing general@ag.ks.gov no later than 10:00 a.m. Friday, July 10, 2026.
This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed regulations. All interested parties may submit written comments prior to the hearing to the Administration, Office of the Kansas Attorney General, 120 SW 10th Ave., 2nd Floor, Topeka, KS 66612 or by email to general@ag.ks.gov. All interested parties will be given a reasonable opportunity to present their views orally regarding the adoption of the proposed regulations during the public hearing. In order to provide all parties an opportunity to present their views, it may be necessary to request that each participant limit any oral presentation to five minutes.
Any individual with a disability may request an accommodation in order to participate in the public hearing and may request the proposed regulations and economic impact statements in an accessible format. Requests for accommodation to participate in the hearing should be made at least five working days in advance of the hearing by contacting Matt Bingesser at 785-296-2215 (or TTY 1-800-766-3777). The public entrance to Memorial Hall is accessible. Handicapped parking is located in front of Memorial Hall.

K.A.R. 16-22-1 (Definitions)
This regulation establishes key definitions used in the administration of the Kansas Land and Military Installation Protection Act. It clarifies that the “Act” refers to K.S.A. 48-3801 et seq., defines “CFIUS” as the federal interagency committee responsible for reviewing certain foreign investment transactions in the United States, and defines an “informant’s report” as a written submission to the Attorney General regarding a non-notified transaction. This regulation is not anticipated to have any economic impact.
K.A.R. 16-22-2 (Reporting of Non-Notified Transactions)
This regulation outlines the process for reporting non-notified transactions to the Attorney General. It allows any person to submit information regarding such transactions and requires that reports be made in writing using a form prescribed by the Attorney General. The report must include specific details such as the reporting individual’s contact information, a description of the transaction, identification of the property and parties involved, any known foreign interest, the basis for believing the transaction was not reported, and any information suggesting potential harm to Kansas interests. Reports may be submitted electronically through the Attorney General’s website or by mail using the official form. This regulation is not anticipated to have any economic impact.
