Article 4.—INSTANT GAMES AND DRAWINGS

111-4-3842. “Platinum Payout” instant ticket lottery game number 463. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Platinum Payout.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3842.

(c) For this game, a play/prize symbol shall appear in 90 play spots within the play area or areas.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 019.

(e) The price of instant tickets sold by a retailer for this game shall be $50.00 each.

(f) “Platinum Payout” consists of two separate play areas: a key number match area with an instant win and multiplier features and a symbol match area. The player will scratch the key number play area to reveal six “WINNING NUMBERS” and 30 “YOUR NUMBERS” with a prize amount shown below each of the “YOUR NUMBERS.” If the player matches any “YOUR NUMBER” to any of the “WINNING NUMBERS,” the player wins the prize amount shown below that number. If a player reveals a symbol of a 10X, the player wins 10 times the prize amount shown below that symbol. If a player reveals a symbol of a 20X, the player wins 20 times the prize amount shown below that symbol. If the player reveals a symbol of a 50X, the player wins 50 times the prize amount shown below that symbol. The player will scratch the symbol match area that consists of six “GAMES” to reveal three play symbols and a prize symbol for each “GAME.” Each “GAME” plays separately. If the player reveals three identical symbols in the same “GAME,” the player wins the prize shown for that “GAME.”

(g) Each ticket in this game may win up to 36 times.

(h) Approximately 600,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 120,000 tickets, and the same odds as were contained in the initial ticket order.

Article 5.—MULTI-STATE ONLINE GAMES AND DRAWINGS

111-5-229. Definitions. The following definitions shall apply to the “Lotto America” game:

(a) “Advertised grand prize” shall mean the estimated annuitized grand prize amount as determined by the MUSL central office by use of the MUSL annuity factor and communicated through the selling lotteries prior to the grand prize draw. The “advertised grand prize” is not a guaranteed prize amount and the actual grand prize amount may vary from the advertised amount, except in circumstances where there is a guaranteed grand prize amount as described in these rules.

(b) “All Star Bonus” means the All Star Bonus Multiplier Promotion described in these rules.

(c) “Computer gaming system” or “lottery’s computer gaming system” means the Kansas Lottery’s central computer system which provides online games including, but not limited to, the Lotto America game.

(d) “Drawing” or “Draw” means the formal draw event for randomly selecting the winning numbers that determine the number of winners for each prize level of the Lotto America game.

(e) “Computer pick” or “quick pick” means the random selection of numbers by the computer that appear on a ticket and are played by a player in the game.

(f) “Game ticket” or “ticket” means an acceptable evidence of play, which is a ticket produced in a manner that meets the specifications of the Kansas lottery and is either:

(1) a physical representation of the play or plays sold to the player; or,

(2) electronic evidence of a ticketless transaction in the form of registered play.

(g) “Grand prize” means the top prize in the Lotto America game.

(h) “Lotto America Play” means the plays purchased as part of the Lotto America game, but shall not include the All Star Bonus Multiplier plays.

(i) “MUSL” means the Multi-State Lottery Association, a government-benefit association wholly owned and operated by the party lotteries.

(j) “MUSL annuity factor” means the annuity factor as determined by the MUSL central office through a method approved by the MUSL finance and audit committee and which is used as described in these rules.

(k) “MUSL board” means the governing body of the MUSL, which is comprised of the chief executive officer of each party lottery.

(l) “MUSL finance and audit committee” means the committee of that name established by the MUSL board.

(m)“Participating lottery” or “selling lottery” means a state lottery or lottery of a political subdivision or entity that is authorized by the product group to participate in selling the Lotto America game.

(n) “Party lottery” or “member lottery” means a state lottery or lottery of a political subdivision or entity that has joined the MUSL and, in the context of these rules, that is authorized to sell the Lotto America game.

(o) “Play” or “bet” means a set of six (6) numbers, the first five (5) from a field of fifty-two (52) numbers and the last one (1) from a field of ten (10) numbers, that appear on a ticket or communicated in a ticketless transaction as a single lettered selection and are to be played by a player in the Lotto America game. Each play is played separately in determining matches to winning numbers and prize amounts. As used in these rules, unless otherwise specifically indicated, “play” or “bet” includes Lotto America plays. “All Star Bonus Multiplier Plays” are separately described in these rules.

(p) “Play slip or “bet slip” means a physical means by which a player communicates his or her intended play selection to the retailer as approved by the Kansas lottery.

(q) “Product group” or “the group” means a group of lotteries that has joined together to offer a product pursuant to the terms of the Multi-State Lottery agreement and the product group’s own rules.

(r) “Registered play” means a wager where the play is owned by a specifically identified player through a means acceptable to the Kansas lottery, and which is recorded on the computer gaming system and internal computer system.

(s) “Retailer” or “agent” means a person or entity authorized by the Kansas lottery to sell lottery plays.

(t) “Set Prize,” also referred to as “low-tier” prize (single payment prize), means all other prizes except the grand prize and, except in instances outlined in these rules, will be equal to the prize amount established by the product group for the prize level.

(u) “Subscription” means a recurring monthly purchase of registered play transactions for a drawing in that month.

(v) “Terminal” means a device authorized by a selling lottery to function in an online, interactive mode with the computer gaming system for the purpose of issuing lottery tickets and entering, receiving, and processing lottery transactions, including making purchases, validating tickets, and transmitting reports.

(w) “Wallet” means an online service which track’s a player’s deposits, purchases, and prize payments. A player may make deposits, purchases, and withdrawals from the wallet according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq.

(x) “Winning numbers” means the indicia randomly selected during a draw event which shall be used to determine winning plays for the Lotto America game contained on a game ticket. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-10-8-09, Sept. 9, 2009; amended, T-111-10-17-25, Sept. 17, 2025.)

111-5-230. Game description; retail sale of tickets. (a) “Lotto America” is a five out of 52 plus one out of 10 numbers lottery game drawn as part of the Lotto America draw event, which pays the grand prize either on an annuitized pari-mutuel basis or as a single lump sum payment of the total funding held in the grand prize pool for the winning draw on a pari-mutuel basis at the election of the player made in accordance with these rules or by a default election made in accordance with these rules. Except as provided in these rules, all other prizes are paid on a single payment basis.

(b) Lotto America winning numbers applicable to determine Lotto America prizes will be determined in the Lotto America draw event. During the draw event, five numbers shall be drawn from the first set of 52 numbers, and one number shall be drawn from the second set of 10 numbers, which shall constitute the winning numbers. Effective for draw events on and after April 17, 2023, the drawing shall be conducted on a digital draw system.

(c) To play Lotto America, a player shall select five different numbers, from one through 52 and one additional number from one through 10. The additional number may be the same as one of the first five numbers selected by the player.

(d) Plays can be purchased for one dollar ($1.00).

(e) Plays may be purchased from a terminal operated by a Kansas lottery retailer. The player may select a set of five numbers and one additional number by:

(1) communicating the six numbers to the retailer;

(2) marking six numbered circles in any one game board on a play slip and submitting the play slip to the retailer;

(3) requesting a “computer pick” or “quick pick” from the retailer; or,

(4) purchasing a registered play from the Kansas lottery. The player may select a set of five numbers and one additional number by:

(i) marking six numbered circles in any one game board on a play slip made available by the Kansas lottery and submitting the play slip to the Kansas lottery; or

(ii) requesting a computer pick from the Kansas lottery in a form and manner acceptable to the Kansas lottery.

A player may choose the All Star Bonus multiplier option by marking the appropriate box on the play slip or by communicating to the retailer the desire to play the All Star Bonus multiplier option. If the All Star Bonus multiplier option is chosen, it shall apply to all boards played on that play slip. For each board upon which the All Star Bonus multiplier option is chosen, the player shall pay one additional dollar.

The retailer shall then issue a ticket from the terminal containing the selected set or sets of numbers, each of which constitutes a game play, and if applicable, whether or not the All Star Bonus multiplier option has been chosen for all plays on that play slip.

Plays may only be entered manually using the lottery terminal keypad or touch screen or by means of a play slip as approved by the Kansas lottery. Retailers shall not permit the use of play slips that are not approved by the Kansas lottery. Retailers shall not permit any device to be physically or wirelessly connected to a lottery terminal to enter plays, except as approved by the Kansas lottery.

(f) The maximum number of consecutive drawings on a single play purchase is 15.

(g) A validated ticket or registered play shall be the only proof of a game play or plays. The only method of claiming a prize or prizes shall be the submission of the winning ticket to and receipt of the ticket, or validation of the registered play, by the lottery or its authorized agent. A play slip shall have no pecuniary or prize value and shall not be used as evidence of a play purchase or of numbers selected.

(h) A play may not be voided or cancelled by returning the ticket to the selling retailer, including tickets that are printed in error. No play that is eligible for a prize can be returned to the Kansas lottery for credit. Plays accepted by retailers as returned plays and that cannot be re-sold shall be deemed owned by the bearer thereof unless the ticket has been signed.

(i) Ticket sales will end at approximately 8:59 p.m. central time (CT) on days on which drawings are conducted and will resume at approximately 9:04 p.m. central time (CT).

(j) Draws will be conducted by MUSL after the game is closed at approximately 8:59 p.m. central time (CT) and the draw official has verified that the game is closed, under conditions and procedures promulgated by MUSL and the Kansas lottery.

(k) Each player shall be responsible for verifying the accuracy of the game play or plays and other data printed on the ticket. The placing of plays is done at the player’s own risk and the Kansas lottery or a retailer entering a play shall be deemed to be acting on behalf of the player in entering the play or plays. 111-5-236. Claiming prizes; procedure and time period. (a) Under no circumstances will a claim be paid for any prize without an official Lotto America ticket or registered play matching all game play, serial number, and other validation data residing in the Kansas lottery’s computer gaming system, which shall be the only valid proof of the wager placed and the only valid receipt for claiming or redeeming the prize.

(b) In order to be deemed a valid, winning play, all of the following conditions must be met:

(1) The validation data must be present in its entirety and must correspond, using the computer validation file, to the number selections printed on the ticket for the draw date(s) printed on the ticket;

(2) The ticket must be intact;

(3) The ticket must not be mutilated, altered, reconstituted, or tampered with in any manner;

(4) The ticket must not be counterfeit or an exact duplicate of another winning ticket;

(5) The ticket must not have been stolen, to the knowledge of the Kansas lottery;

(6) The play data must have been recorded on the computer gaming system prior to the draw and the play data must match this computer record in every respect. In the event of a contradiction between information as printed on the ticket and as accepted by the Kansas lottery’s computer gaming system, the wager accepted by the Kansas lottery’s computer gaming system shall be the valid wager;

(7) The player or computer pick number selections, validation data, and the draw date(s) of an apparent winning play must appear on the official file of winning plays, and a play with that exact data must not have been previously paid;

(8) The play must not be misregistered, and the play’s ticket must not be defectively printed or produced in error to an extent that it cannot be processed by the Kansas lottery;

(9) The play must pass all confidential security checks of the Kansas lottery;

(10) In submitting a play for validation, the claimant agrees to abide by applicable laws, all rules and regulations, instructions, conditions and final decisions of the executive director of the Kansas lottery;

(11) There must not be any other breach of these rules in relation to the play that, in the opinion of the executive director of the Kansas lottery, justifies invalidation;

(12) The play must be submitted to the party lottery that issued it; and,

(13) The ticket must have been issued by an authorized Kansas lottery retailer on official paper stock of the Kansas lottery.

(c) A play submitted for validation that fails any of the validation conditions shall be considered void, subject to the following determinations:

(1) In all cases of doubt, the determination of the Kansas lottery shall be final and binding; however, the Kansas lottery may, at its option, replace an invalid play with a play of equivalent sales price;

(2) In the event a defective ticket is purchased or in the event the Kansas lottery determines to adjust an error, the claimant’s sole and exclusive remedy shall be the replacement of such defective or erroneous ticket(s) with a play of equivalent sales price; and,

(3) In the event a play is not paid by the Kansas lottery and a dispute occurs as to whether the play is a winning play, the Kansas lottery may, at its option, replace the play as provided in these rules. This shall be the sole and exclusive remedy of the claimant unless laws or regulations governing the Kansas lottery provide further administrative review.

(d) The procedures for payment of a “Lotto America” prize on any printed single game ticket of $599 or less, are as follows:

(1) The claimant of a ticket purchased in Kansas may present the ticket to any Kansas lottery retailer. Upon validation of the ticket, the retailer shall immediately make payment for the prize to the claimant. If the retailer cannot validate the ticket, the claimant shall fill out a claim form provided by the retailer and personally present or mail the completed form together with the ticket to any office of the Kansas lottery. If the ticket is validated, then payment shall be made to the claimant by mail;

(2) The claimant may bring the ticket to the office of the Kansas lottery during the hours that the office is open to the public for business. Upon validation of the ticket, and completion of a claim form, payment shall be processed for the claimant; or

(3) The claimant may mail the ticket with a completed claim form in any envelope to the office of the Kansas lottery. Claim forms may be obtained from any Kansas lottery retailer, the Internet, or the office of Kansas lottery headquarters. Upon receipt of the ticket and completed claim form and validation of the ticket, payment shall be processed for the claimant. If a prize is claimed by mail, the ticket and claim form must actually be received by the lottery within the claim period.

If any evidence of alteration, mutilation, tear, or other ambiguity appears on the ticket, the retailer shall not make direct payment of a prize. The claimant shall submit a claim form with the ticket to the lottery.

(e) The procedure for the payment of a Lotto America prize on any single printed game ticket which totals $600 or more shall be as follows:

(1) The claimant may bring the signed ticket to the office of the Kansas lottery during the hours that the office is open to the public for business. Upon validation of the ticket and completion of a claim form, payment shall be processed for the claimant; or

(2) The claimant may mail the ticket with a completed claim form to the office of the Kansas lottery. Claim forms may be obtained from any Kansas lottery retailer, the Internet, or the office of Kansas lottery headquarters. Upon receipt of the ticket and completed claim form and validation of the ticket, payment shall be processed for the claimant. If a prize is claimed by mail, the ticket and claim form must actually be received by the lottery within the claim period.

(f) All prizes shall be claimed within 365 calendar days of the draw in which the prize was won, except prizes arising from registered plays must be claimed within 180 days of the day of the drawing in which the prize was won. Any prize or prizes not claimed within the time specified shall be forfeited. If a prize is claimed by mail, the ticket and claim form must actually be received by the lottery within the claim period.

(g) Payment of a “Lotto America” prize of $599 or less on a registered play shall be paid to the winner’s wallet upon validation of the ticket.

(h) Payment of a “Lotto America” prize in excess of $599 on a registered play shall be paid to the winner’s wallet upon validation of the ticket and after the winner has completed a claim form provided by the Kansas lottery. The winner shall be required to provide additional information including complete social security number, bank account and routing numbers, or other information reasonably required to verify the winner’s identity and pay the prize if that information was not provided during account registration in the lottery’s player loyalty program defined in K.A.R. 111-18-1, et seq. (Authorized by K.S.A. 2025 Supp. 74-8710; implementing K.S.A. 2025 Supp. 74-8710 and 74-8720; effective, T-111-12-5-17, Oct. 11, 2017; amended, T-111-10-17-25, Sept. 17, 2025.)

111-5-252. Subscriptions. (a) At the time of purchasing a registered play, a player may elect to purchase a subscription.

(b) The cost of a subscription shall be $1.00 per board played for each remaining drawing in the month in which the player subscribes.

(c) A player may purchase only the same numbers on the same boards when subscribing.

(d) Seven days before the first drawing in the next month after subscribing, the player will be charged an amount calculated pursuant to paragraph (b) for that month according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq. If the player does not have sufficient funds to complete the purchase, the Kansas lottery may at its sole discretion contact the player to resolve the issue or allow the subscription to expire.

(e) The Kansas lottery may pause or decline to renew a subscription at any time for any reason. The lottery may at its sole discretion cancel a subscription and refund the player for any remaining drawings during a subscribed month. A player may elect not to renew a subscription at any time for any reason.

(f) The Kansas lottery may require a player to demonstrate a regular presence in Kansas between subscription periods prior to renewing a player’s subscription. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-10-17-25, Sept. 17, 2025.)

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-219. College Bowl. (a) The Kansas lottery may conduct either or both of two drawings entitled “College Bowl” awarding a prize package to one player selected as the winner in each drawing conducted. The Kansas lottery may accept entries into the drawings beginning at 12:01 a.m. on October 20, 2025, and ending at 11:59 p.m. on November 9, 2025. The drawings will be conducted sometime after entry into the drawings has closed but before noon on November 14, 2025, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn members may enter the drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 1600 player loyalty points are required for a PlayOn member to enter once in either of the drawings. A player may enter one or both of the drawings as many times as his or her points allow. A player shall select either the Kansas State University drawing described in paragraph (e)(1), if offered by the lottery, or the Kansas University drawing described in paragraph (e)(2), if offered by the lottery, each time they enter. A player winning one drawing will not be disqualified from winning the other drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winners and alternate winners shall be followed for each drawing.

(e) The lottery may conduct one drawing to select one winner for each prize package as follows:

(1) If Kansas State University is selected to play in a 2025-26 college football postseason bowl game, the winner of this drawing shall receive:

(A) Two tickets for the bowl game;

(B) Round trip coach airfare on an airline approved by the Kansas lottery that is departing from Wichita, Kansas; Manhattan, Kansas; Kansas City, Missouri; or Denver, Colorado;

(C) $250 Uber gift card;

(D) Three nights’ hotel accommodations, double occupancy, room and tax only;

(E) Invitation to a tailgate event endorsed by Kansas State University;

(F) Two Kansas State University football jerseys; and

(G) $1,000 VISA gift card.

If Kansas State University is not selected to play in a bowl game, the winner of this drawing shall instead receive $2,000 cash.

(2) If Kansas University is selected to play in a 2025-26 college football postseason bowl game, the winner of this drawing shall receive:

(A) Two tickets for the bowl game;

(B) Round trip coach airfare on an airline approved by the Kansas lottery that is departing from Wichita, Kansas; Manhattan, Kansas; Kansas City, Missouri; or Denver, Colorado;

(C) $250 Uber gift card;

(D) Three nights’ hotel accommodations, double occupancy, room and tax only;

(E) Invitation to a tailgate event endorsed by Kansas University;

(F) Two Kansas University football jerseys; and

(G) $1,000 VISA gift card.

If Kansas University is not selected to play in a bowl game, the winner of this drawing shall instead receive $2,000 cash.

(f) State and federal mandatory income withholding taxes shall be paid by the Kansas lottery based on the final value of the prize package in each drawing. If the university is not selected to play in a bowl game, the winner is responsible for state and federal taxes on the cash prize.

(g) The maximum estimated value of each prize package is approximately $8,000.

The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. the day the instant ticket designated in subsection (b) is first offered for sale to the general public and ending at 11:59 p.m. on September 27, 2026. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 1, 2026, at which time the winner will be announced.

(b) The specific ticket eligible for entry into this drawing shall be the $50 Kansas lottery game “Platinum Payout” game number 463.

(c) A player shall enter the drawing through the PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “Platinum Payout Second Chance” drawing. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry per ticket.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed.

The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on November 3, 2025, and ending at 11:59 p.m. on December 14, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on December 18, 2025, at which time the winners will be announced.

(b) Only registered Kansas lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) total of 4,732 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may win only one prize package.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting the winner and alternate winners shall be followed.

(e) One drawing will be conducted to select three winners of a trip prize package to Daytona Beach, Florida, for the Daytona 500 races. Each trip prize package shall include:

(9) $1,000 cash; and

(10) State and federal mandatory income withholding taxes paid by the Kansas lottery.

(f) The prize package is valued at approximately $23,661.97.

(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed, except that in this promotion the 10-business day deadline for the winner to return their claim forms shall commence within five business days. 111-23-28. “Corgi Holiday Dash” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Corgi Holiday Dash.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-28.

(b) The “play symbols” for this game are as follows:

(e) The price for a share of this game shall be $1.00, $2.00, $3.00, $5.00, $10.00, $20.00, and $30.00.

(f) “Corgi Holiday Dash” is a symbol match game with a bonus play feature. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then pressing the “Play” icon. The player may reveal the play symbols by manually clicking on each play spot, or by clicking on the “Reveal All” icon. Except as described below, if the player reveals three matching symbols, the player wins a prize amount equal to the purchase price of the game. A player may win more than one prize in this manner. If the player reveals three or more “Cash” symbols, the player wins the prize shown in the prize legend. If the player reveals three or more “Gold Bone” symbols, the player may play a bonus game. In the bonus game, the player will have two numbers between one and six randomly assigned; the first number will represent the player’s corgi and the second number will represent an opposing corgi. If the player’s corgi has the higher number, the player’s corgi will advance on a progress bar towards a prize amount. If the player’s corgi reaches the end of the progress bar, the player will win the prize shown. The player will also win a prize for each contest the player’s corgi wins or ties, even if the player’s corgi does not reach the end of the progress bar. In the event of a tie, the player will win half the prize shown for that contest. The player will win the cumulative total of all prizes revealed in the bonus game. (g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).

(h) This lottery game shall consist of approximately 7,000,000 shares, with each pool of approximately 1,000,000 shares defined by a single denomination. If the player reveals a “Coin” symbol, the player wins the prize shown below that symbol. If the player reveals three or more “Black Diamond” symbols, the player will play a bonus game. In the bonus game, the player will send a skier down a mountain. For each slalom gate the skier passes, the player will win a prize, a multiplier, or either one or two bonus marshmallow picks. At the bottom of the mountain, the skier will win another prize for crossing the finish line, which may be a prize, three marshmallow picks, or a multiplier. The player will then click one “Marshmallow” symbol for each pick the player won. Each “Marshmallow” will reveal a prize or a multiplier. Each multiplier won throughout the bonus game will increase the total multiplier applying to the total bonus prize. The player will win the cumulative total of all prizes revealed in the bonus game multiplied by the final multiplier revealed in the bonus game. Each bonus game will reveal at least one prize. “Glove,” “Hat,” “Jacket,” and “Scarf” symbols are non-winning symbols and do not count towards winning a prize.

(g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).

(h) This lottery game shall consist of approximately 6,000,000 shares, with each pool of approximately 1,000,000 shares defined by a single denomination. Additional orders shall have the same prize structure, the same number of prizes per prize pool of 1,000,000 shares, and the same odds as were contained in the initial order.

(i) Each prize shall be calculated by multiplying the prize multiplier by the game denomination. The expected number and value of prizes in this game shall be as follows:

Article 501.—SOUTH CENTRAL GAMING ZONE

111-501-6. Rules of the game. (a) The cards shall be shuffled under the following circumstances:

(1) A new set of decks are put into play.

(2) When the cut card appears during the course of the play, in which case the shuffle will take place prior to the next round of play.

(3) Whenever the cards have been dropped or otherwise mishandled.

(4) Whenever instructed to do so by the table game supervisor or higher-ranking casino official.

(5) At no time will the dealer shuffle at the request of a player unless authorized to do so by a table games supervisor or higher-ranking casino official.

(b) The dealer is to maintain physical and visual contact with the deck at all times while the deck is out of the shoe; however, the cards shall be placed back in the dealer’s shoe for commencement of play.

(c) A card shall be burned for the following reasons:

(1) After a shuffle of the cards.

(2) A card has been exposed or dealt by mistake unless the card was exposed or dealt by mistake to the player who acts immediately prior to the dealer.

(3) When a dealer is relieved, the new dealer shall burn a card.

(4) If there are no players at the table, upon the arrival of new players, the dealer shall burn a card.

(d) All cards shall be dealt from a dealing shoe secured to and located on the extreme left-hand side of the table.

(e) All players’ cards should be delivered face up, starting on the dealer’s left and continuing clockwise around the table.

(f) After each player has received one card, the dealer shall take one card face down. A second card should be dealt to each player face up and the dealer’s final card will also be dealt face down. The dealer will turn the first dealt dealer card face up after dealing the second dealer card. The second card should be placed underneath the first card which is now turned face up and should cover the hole card in such a way that no part of that card is visible.

(g) A player may elect to double down with any initial two cards, and bet up to the amount of his original bet on the condition that only one additional card shall be dealt to the player.

(h) The additional chips for the double-down bet should be placed next to the original wager before the double-down card is dealt.

(i) The double-down card will be exposed and placed across the two cards involved, in such a manner as to keep the number exposed on the player’s second card.

(j) When paying double-down bets, the bet is not combined into one stack and the stack is not sized into the other stack. The dealer is not permitted to move the player’s bet with chips in the dealer’s hand.

(k) Whenever the initial two cards to a player are of the same face value, the player may elect to split the cards into two separate hands, provided that the player makes a bet equal to the original bet. The following rules apply to splitting cards:

(1) After splitting, the first hand will receive a card. This hand will be completed by either hitting again or staying before the next hand is dealt to.

(2) The second hand will receive a card. This hand will be completed by either hitting again or staying before moving on to the next hand.

(3) A player may split up to three times excluding aces that may only be split once. When aces are split, the player will only receive one card per ace.

(l) The dealer will ask if any player wishes to place an insurance bet when the dealer’s card dealt face up is an ace.

(m) Insurance is a separate bet. The player is betting that the dealer has blackjack. If the dealer does not have blackjack, then the player loses the player’s insurance bet.

(n) The player can take insurance for any amount up to one-half of the original bet.

(o) The insurance bet shall be placed on the insurance line on the table layout.

(p) The dealer will then verbally close the time for accepting insurance bets.

(q) If the dealer’s hand is a blackjack and the player has taken insurance, the dealer will take the losing bet and pay off the winning insurance bet with it in an amount not to exceed the player’s original bet. Insurance will be paid at a rate of 2 to 1.

(r) If the player’s hand is a blackjack and the dealer’s card dealt face up is an ace, the player can announce even money and be paid the amount of the player’s bet.

(s) Players may insure a toke bet and the bet is handled by the same procedure as any other insurance bet.

(t) A player may place more than one-half of their original bet on the insurance line but only one-half of their original bet is in action. Any overage will be returned to the player after it is determined that the dealer does or does not have blackjack.

(u) All blackjacks will be paid at odds of three to two or six to five depending on the table configuration. Approved blackjack table gaming layouts shall clearly state whether the game pays three to two or six to five blackjack odds. The dealer shall pay the player having a blackjack during the normal course of the dealer’s take and pay procedures. If the dealer and a player have blackjack, the player’s bet will be a tie.

(v) If the dealer looks at the dealer’s hole card and fails to recognize the fact the dealer has a blackjack, the dealer’s hand will be played as a total of 21 only, and not as a blackjack. A player that doubles down or splits will receive back any additional wagers made after their initial wager.

(w) Any player’s hand that exceeds a total of 21 has broke or busted and their hand loses.

(x) If the dealer has a card dealt face-up with the value of 10, the dealer will use the peeking device built into the gaming table to check to see if the dealer has a blackjack. If the dealer has an ace dealt face up, the dealer shall offer an insurance wager to all players at the table. After all players have either made or declined to make an insurance wager the dealer will use the peeking device built into the gaming table to check to see if the dealer has a blackjack.

(y) If the dealer has a blackjack, all losing bets will be collected and all blackjacks will tie.

(z) If the dealer does not have a blackjack, the hand will continue as normal.

(aa) A card found turned upwards in the shoe shall not be used in that game and shall be placed in the discard rack.

(bb) A card drawn in error without its face being exposed shall be used as though it were the next card from the shoe.

(cc) After the initial two cards have been dealt to each player and a card is drawn in error and exposed to the players, such card shall be burned or placed in the discard rack and will not be offered to any player or to the dealer unless the card was exposed or dealt by mistake to the player who acts immediately prior to the dealer. In that case, if the card is needed by the dealer to complete the dealer’s hand, then the card shall be retained by the dealer. If the card is not needed by the dealer to complete the dealer’s hand, then the card shall be burned.

(dd) If the dealer has a point total of a hard 17 or more and accidentally draws a card for the dealer, such card shall be burned.

(ee) If the dealer misses dealing his first or second card to the dealer, the dealer shall continue dealing the first two cards to each player, and then deal the appropriate number of cards to the dealer.

(ff) If there are insufficient cards remaining to complete a round of play, all of the cards in the discard rack shall be shuffled and cut, the first card shall be drawn face-down and burned, and the dealer shall complete the round of play.

(gg) If no cards or only one card is dealt to a player’s hand, the hand is dead and the player shall be included in the next deal.

(hh) If any card is dealt and an error occurs, at no time will any card be backed up as a result of the error.

(ii) If a dispute occurs because of a mistake during a hand, the table games supervisor or higher-ranking casino official shall be authorized to declare that all or part of the hand is void and can return any disputed money.

(jj) If offered at the blackjack table, a player making a blackjack wager may also make an optional three-card poker wager or TriLux wager in the area on the table designated for that optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(kk) If a player makes an optional three-card poker wager or TriLux wager, the player may also make a three-card poker wager or TriLux wager as a tip for the dealer so long as the tip wager is made prior to the first card of the hand being removed from the shoe.

(ll) Resolution of all optional three-card poker wagers or TriLux wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(mm) An optional three-card poker wager or TriLux wager will win if the dealer’s card dealt face up and the player’s two cards combined equal one of the following three- card poker hands:

(1) A “flush,” which means three cards of the same suit;

(2) A “straight,” which means three cards of consecutive rank, with the ranking of cards from lowest to highest being 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king, and ace, except that an ace can also be used with a 2 and 3 to make a straight;

(3) A “three-of-a-kind,” which means three cards of the same rank; and,

(4) A “straight flush,” which means a “straight” as defined hereinabove, when all three cards are in the same suit.

(nn) An optional three-card poker wager or TriLux wager will lose if the dealer’s card dealt face up and the player’s two cards combined do not equal one of the three-card poker hands listed in subsection (mm).

(oo) All winning three-card poker wagers or TriLux wagers shall be paid at the rate of nine to one.

(pp) All three-card poker wagers or TriLux wagers shall be taken or paid from the dealer’s right to left before the blackjack portion of the game continues.

(qq) If offered at the blackjack table, a player making a blackjack wager and a three-card poker wager or TriLux wager may also make an optional Top 3 wager or Super TriLux wager in the area on the table designated for that optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(rr) If a player makes an optional Top 3 wager or Super TriLux wager, the player may also make a Top 3 wager or Super TriLux wager as a tip for the dealer so long as the tip wager is made prior to the first card of the hand being removed from the shoe.

(ss) Resolution of all optional Top 3 wagers or Super TriLux wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(tt) An optional Top 3 wager or Super TriLux wager will win if the dealer’s card dealt face up and the player’s two cards combined equal one of the following three-card poker hands:

(1) A suited three-of-a-kind consisting of three cards of the same rank and suit, which pays at odds of 270 to one;

(2) A straight flush consisting of three cards of consecutive rank all in the same suit, with the ranking of cards from lowest to highest being 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king, and ace, except that an ace can also be used with a 2 and 3 to make a straight flush, which pays at odds of 180 to one; and,

(3) A three-of-a-kind which means three cards of the same rank but in at least two different suits, which pays at odds of 90 to one.

(uu) An optional Top 3 wager or Super TriLux wager will lose if the dealer’s card dealt face up and the player’s two cards combined do not equal one of the three-card poker hands listed in subsection (tt).

(vv) All three-card poker wagers, or TriLux wagers, Super TriLux wagers and Top 3 wagers shall be taken or paid from the dealer’s right to left before the blackjack portion of the game continues.

(ww) If offered at the blackjack table, a player making a blackjack wager may also make an optional king’s bounty deluxe side wager in the area on the table designated for that optional wager so long as the wager is made prior to the first card of the round being removed from the shoe.

(xx) An additional king’s bounty deluxe wager may be made by the player prior to the first card of the round being removed from the shoe in an area designated for the king’s bounty deluxe wager as a tip for the dealer.

(yy) To begin each round, a player must make his or her blackjack wager and any optional wagers the player chooses to make, including the king’s bounty deluxe wager.

(zz) The dealer then follows normal procedures for dealing the game of blackjack.

(aaa) All king’s bounty deluxe wagers shall be settled as follows:

(1) The king’s bounty deluxe wagers will be settled immediately after all players and the dealer receive their first two cards, except that if a player has two kings of spades and the dealer has a potential blackjack, the dealer will settle that king’s bounty deluxe wager at the end of the round of play;

(2) If the dealer has a potential blackjack, the dealer will then check the dealer’s hole card;

(3) If the dealer has a blackjack, the player will not have the option of adding to their blackjack wager; and,

(4) If the dealer does not have a blackjack, players will have the options as described in subsections (ccc) and (ddd) herein.

(bbb) A king’s bounty deluxe wager will win and be paid at the following odds if the player’s first two cards are as follows:

(1) Two kings of spades and the dealer has a blackjack pays 1,000 to one;

(2) Two kings of spades and the dealer does not have a blackjack pays 75 to one;

(3) Two kings of the same suit, other than spades, pays 25 to one;

(4) Two 10’s, two jacks or two queens of the same suit pays 10 to one;

(5) Suited 20, two cards of the same suit whose sum equals 20, pays six to one;

(6) Two kings not of the same suit pays four to one; and,

(7) Unsuited 20, which consists of two cards not of the same suit whose sum equals 20, pays two to one.

(ccc) Players who win a king’s bounty deluxe wager, other than players that have two kings of spades when the dealer has a blackjack, shall then have the option to either collect that wager and winnings or place any amount up to the entire king’s bounty deluxe wager and winnings on the player’s original blackjack wager, but the cumulative total of the amount so added plus the original blackjack wager may not exceed the table limits.

(ddd) Players who win a king’s bounty deluxe wager and apply all or part of the winnings to their original blackjack wager will have this cumulative amount considered to be their blackjack wager. If the player eventually splits pairs, the player must match the entire wager. If the player doubles down, the player may wager any amount up to a maximum of the player’s original wager.

(eee) If offered at the blackjack table, a player making a blackjack wager may also make an optional royal match deluxe wager in the area on the table designated for the optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(fff) If a player makes an optional royal match deluxe wager, the player may also make a royal match deluxe wager as a tip for the dealer so long as the tip wager is made prior to the first card of the hand being removed from the shoe.

(ggg) Resolution of all optional royal match deluxe wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues.

(hhh) A royal match deluxe wager will win if both of the player’s two cards are in the same suit. A royal match deluxe wager will lose if both of the player’s two cards are not in the same suit.

(iii) Winning royal match deluxe wagers shall be paid at odds of two to one, unless the two cards are a king and queen of the same suit, in which case the player’s wager shall be paid at odds of 15 to one.

(jjj) The dealer will then check the dealer’s hole card. If the dealer’s hand constitutes a blackjack, the dealer must pay the player his or her wager and winnings on the royal match deluxe wager.

(kkk) If the dealer’s hand does not constitute a blackjack, a player winning a royal match deluxe wager shall have the following options:

(1) The player may collect the player’s royal match deluxe wager and winnings; or,

(2) The player may place any or all of the player’s royal match deluxe wager and winnings on their blackjack wager, except that the total amount of the blackjack wager may not exceed the maximum blackjack wager allowed for that hand of blackjack. If any portion of the royal match deluxe wager and winnings is not added to the player’s blackjack wager, that portion shall be paid to the player. A player may add to the player’s blackjack wager as set forth herein even if the player’s hand constitutes a blackjack.

(lll) If a player adds any or all of the player’s royal match deluxe wager and winnings to the blackjack wager, the amount added plus the original blackjack wager will then become the player’s blackjack wager for that hand. If during that hand of blackjack the player splits pairs, the player must match that entire wager. If during that hand of blackjack the player doubles down, the player must place an additional wager in any amount that does not exceed the amount of the amount added plus the original blackjack wager.

(mmm) Only the dealer shall touch the gaming chips in order to add all or any portion of a winning royal match deluxe wager to a player’s blackjack wager, per the instructions of that player.

(nnn) If offered at the blackjack table, a player making a blackjack wager may also make an optional $5 or $25, or both a $5 and $25, blazing 7’s progressive wager in the area on the table designated for the optional wager so long as the wager is made prior to the first card of the hand being removed from the shoe.

(ooo) Resolution of all optional blazing 7’s progressive wagers shall be made after all players and the dealer have received their second card and before the blackjack game continues. If a taxable jackpot hand is won, payouts will be resolved after the hand.

(ppp) A blazing 7’s progressive wager will win if at least one of the first two cards dealt to a player is a 7 card. A blazing 7’s progressive wager will lose if neither of the player’s first two cards are a 7 card. For purposes of resolving blazing 7’s progressive wagers, only the first two cards dealt to the player and the card dealt face up to the dealer are used.

(qqq) Winning blazing 7’s progressive wagers shall be paid as follows:

For purposes of determining the same suit color, the suits of diamonds and hearts are both of the same red suit color and the suits of spades and clubs are both of the same black suit color.

(rrr) The blazing 7’s progressive pool seed amount and re-seed amount shall begin at $10,000 for the $5 progressive wager and $50,000 for the $25 progressive wager to be paid by the lottery gaming facility manager. From each blazing 7’s progressive wager 24% shall be added to the progressive pool. The progressive pool shall only be re-seeded after the 100% progressive prize is paid. All $5 wagers fund the $5 progressive pools and all $25 wagers fund the $25 progressive pools.

(sss) If offered at the blackjack table, a player making a blackjack wager may also make an optional EZ Bust wager in the area on the table designated for the optional wager if the dealer’s card dealt face up is a 2, 3, 4, 5, or 6. Betting limits on the EZ Bust wager will be posted at the table.

(ttt) Resolution of all EZ Bust wagers shall be made during the main bet pay and take sequence.

(uuu) An EZ Bust wager will win if the dealer draws at least one card resulting in a total of more than 21 when following the approved hit rules of the game of blackjack. An EZ Bust wager will lose if the dealer draws to 21 or less when following the approved hit rules of the game of blackjack. The main blackjack wager results have no impact on EZ Bust wagers. If all players bust or have blackjack and there is no need to draw additional dealer cards, the EZ Bust wager will tie.

(vvv) Winning EZ Bust wagers shall be paid at odds of one to one. 111-501-22. Table characteristics. (a) Three-card poker is played on a standard blackjack-size table.

(b) There are up to seven places for the players on one side of the table and one for the dealer on the opposite side.

(c) Each player’s designated betting area will have a spot for the player to post the player’s ante, the player’s play wager and any optional side wagers offered at the table. 111-501-24. Wagers. (a) The minimum and maximum bets allowed shall be determined by a table games supervisor or higher-ranking casino employee for each three-card poker table.

(b) The table limits shall be and remain conspicuously posted on a sign at each table. Any wager made by a player that is less than the stated table minimum that is not rejected by either the dealer or table games supervisor or higher-ranking casino official, prior to the commencement of play shall be treated as a valid wager. Any wager made by a player that is above the stated table maximum that is not rejected by either the dealer or table games supervisor or higher-ranking casino official, shall play up to the posted maximum and the balance shall be returned to the player and not considered as part of the valid wager, subject to the following:

(1) If a wager appears to be over the table maximum and cards have already been dealt, the dealer shall announce that all chips play to the table limit.

(2) If the wager wins, the dealer shall segregate the maximum payoff on the table.

(3) If the wager loses, the dealer shall segregate the maximum wager on the table and return all chips over the maximum to the player.

(c) A player shall not be allowed to play more than one hand.

(d) A Before the cards are dealt for a round of play, a player can make up to four wagers, as follows: the mandatory ante wager; and if offered at the table an optional pair plus wager, an optional six-card bonus wager, and an optional progressive wager.

(e) Wagers, play, and payouts shall be made as follows:

(1) An “ante wager” is a mandatory wager made by each player. Each player must make an ante wager by placing one or more gaming chips in the designated ante betting area prior to any cards being dealt. Each player shall make an ante wager if the player wishes to be in direct competition with the dealer. The ante wager must be made prior to any player receiving a card from the dealer.

(2) The players and the dealer receive their cards. Each player may elect to fold or play against the dealer. If the player elects to fold, the ante wager is forfeited. If the player elects to compete with the dealer, the player shall place a wager in the designated play betting area (a “play wager”). The play wager shall be equal to the ante wager.

(3) If the dealer has a qualifying hand (a “qualifying hand” means a queen high card or better hand) and the player’s hand outranks the dealer’s hand the player is paid odds of 1 to 1 on the ante wager and the play wager.

(4) If the player’s hand ties the dealer’s qualifying hand, both the player’s ante wager and play wager are a push or tie, and no amount is paid to the player or taken by the dealer.

(5) If the dealer’s hand does not qualify (is ranked less than queen high), the player is paid odds of 1 to 1 on the ante wager and the play wager is a push.

(6) If the dealer’s qualifying hand outranks the player’s hand, the player loses and the ante and play wagers are collected accordingly.

(7) If the dealer has a hand higher than the player’s hand, it has no effect on the ante bonus if the player has placed a play wager and has a qualifying hand for the ante bonus. Ante bonuses pay odds as follows:

Straight 1 to 1 A straight shall be any three cards in numeric sequence
Three-of-a-kind 4 to 1 Three-of-a-kind shall be three cards of the same value
Straight flush 5 to 1 A straight flush shall be three same suited cards in numeric sequence

(8) Each player may also elect to make a pair plus wager by placing one or more gaming chips in the designated pair plus betting area prior to any card being dealt. The pair plus wager shall not be less than the table minimum, nor greater than the table maximum. The “pair plus wager” is an optional wager on the outcome of the player’s hand against a posted scale of payouts without competition against any other hand.

(9) Each player and dealer receives their cards. The player may elect to fold or play. If the player elects to fold, the pair plus wager is forfeited. If the player elects to compete with the dealer, the player shall place a wager in the designated play betting area. The play bet shall be equal to the ante bet.

(10) If the dealer has a hand higher than the player’s hand, it has no effect on the pair plus wager, if the player has placed a play wager and has a qualifying hand for the pair plus payout.

(11) The pair plus payout odds will be as follows:

Pair 1 to 1 A pair shall be two cards of the same value
Flush 3 to 1 A flush shall be three cards of the same suit
Straight 6 to 1 A straight shall be three cards in numeric sequence
Three-of-a-kind 30 to 1 Three-of-a-kind shall be three cards of the same value
Straight flush 40 to 1 A straight flush shall be three cards in numeric sequence, all in the same suit

(12) Before each hand is dealt, the dealer shall inform the player(s) that wagering is closed by announcing there will be no more bets.

(13) All wagers shall be made by placing gaming chips on the appropriate areas of the layout. Verbal and/or cash wagers shall not be accepted.

(14) Once the first card of any hand has been dealt, no player shall handle, remove, or alter any wagers that have been made until a decision has been rendered and implemented with respect to that wager except as explicitly permitted by these rules.

(15) If offered at the three-card poker table, a player making a three-card poker wager may also make an optional six-card bonus side wager.

(16) An optional six-card bonus wager may be made by the player prior to the first card of the round being removed from the shoe in an area designated for the six-card bonus side wager.

(17) To begin each round, a player must make a three-card poker ante wager and any optional wagers the player chooses to make, including the six-card bonus wager.

(18) The dealer then follows normal procedures for dealing the three-card poker game.

(19) The six-card bonus wager utilizes the three cards dealt to the player’s hand and the three cards dealt to the dealer’s hand. A player then uses any of those six cards, regardless of the number of cards used from their hand or the dealer’s hand, to make the best possible five-card poker hand.

(20) If the player’s hand qualifies for a payout, the player is paid according to the following pay table:

(21) If the player’s hand does not qualify for a payout, the dealer collects the six-card bonus wager.

(22) The dealer will pay all winning six card bonus wagers and will collect all losing six-card bonus wagers.

(23) The six-card bonus and progressive wagers may win or lose regardless of the outcome of the ante wager. The six-card bonus and progressive wagers shall not be forfeited if the player tucks his or her hand under or beside the corresponding bet, even if the player chooses not to make a play wager. A player may also fold and forfeit their six-card bonus or progressive wager, in which case the dealer will move their cards to the discard rack.

(24) A player who has made a winning six-card bonus wager shall only receive the payout for the highest ranking five-card poker hand that can be formed with the cards of the player and dealer.

(25) A six-card bonus wager shall have no bearing upon the outcome of any other wager made by a player at the game of three-card poker, and no other wager made by a player at the game of three-card poker shall have any bearing upon the outcome of a six-card bonus wager made by a player.

(26) Players shall be paid on each winning progressive wager in accordance with the following pay table. If a player wins a progressive wager, all other players who also placed a progressive wager during that round of play shall each win an envy bonus.

To win any progressive payout in the game of Three Card Poker, players must use their three cards plus two additional progressive cards dealt to the side to make a qualifying hand. The two progressive cards dealt to the side have no impact on the main game results and are only used for determining winners or losers for the progressive bet. The prizes for a royal flush, straight flush, and four-of-a-kind are for a percentage of the funds in the progressive pool at the time of the win:

(27) The progressive wager shall be in the amount of $5.00.

(28) The progressive pool shall be funded as follows:

(A) The casino manager shall initially contribute $50,000 to establish the beginning amount for the Mega progressive pool, $5,000 to establish the Major progressive pool, and $1,250 to establish the Minor progressive pool. The progressive pools will be replenished in those same amounts each time the 100% progressive prize is awarded; and

(B) A total of 21% of each progressive wager shall be added to the progressive pools, divided as follows: 10% percent of each wager will fund the Mega progressive; eight percent of each wager will fund the Major progressive; and three percent of each wager will fund the Minor progressive.

(29) If during the same round of play more than one player is entitled to 100% of a progressive pool, the pool shall be equally divided between those players. 111-501-25. Shuffle, dealing, play, and payment of wagers. (a) The cards will be shuffled by an automatic shuffle machine. In the event the automatic shuffler is not operational or for tournaments, the cards may be shuffled by hand.

(b) After the cards have been shuffled, the dealer shall cut the deck by dividing the cards into two portions at a randomly selected place in the deck.

(c) The cards are placed into the shuffler without a player cutting them. The shuffler will complete the shuffle. Players will never cut the cards.

(d) After the dealer has announced that no more bets can be made, the dealer shall activate the shuffle machine which shall deal three cards out for each player at the gaming table, including the dealer. Two cards will also be dealt off to the side to be used for progressive wager consolidation only. Beginning with the player to the extreme left of the dealer and rotating to the right, the dealer shall fan out each player’s cards face down in front of the player’s bet.

(e) Once each player and the dealer have received their cards, the shuffle machine shall count the remaining cards to verify that the deck contained 52 cards.

(f) Once the machine has completed the count, the dealer removes the remaining cards from the shuffler and places them in the discard rack.

(g) The dealer then announces that the players may look at their hands.

(h) Players then decide if they wish to play or fold.

(i) If a player has made the six-card bonus wager or progressive wager and folds his or her hand, the player may decide to tuck their six-card bonus wager or progressive wager near the corresponding bet to ensure the bets remain active. Players are eligible to win the six-card bonus wager and progressive wager even if the player folds his or her ante wager. Players may still fold their hands and forfeit any chance at six-card bonus or progressive payouts and the dealer will place their cards in the discard rack.

(j) The dealer shall verify that all remaining players, if any, have made the proper play wager.

(k) The dealer then turns over the dealer’s cards and creates the best three-card poker hand. The two progressive cards will be exposed after the dealer cards are exposed.

(l) If the dealer does not have a qualifying hand of queen high or better, the dealer announces the dealer has no qualifying hand and pays all outstanding player wagers.

(m) If the dealer does have a qualifying hand, the dealer compares his hand to each player’s hand individually and the highest three-card poker hand wins. All winning wagers are paid. All losing wagers are collected. As the cards are removed they are counted and placed in the discard rack. The dealer compares, pays, and collects wagers right to left.

(n) The dealer must spread the cards, take all losing wagers and pay all winning wagers and then place the cards in the discard rack on each hand before the dealer goes to the next player. 111-501-149. Name of the game; rules and regulations. The Kansas lottery shall conduct a lottery facility game at the Kansas Star Casino in Mulvane, Kansas, entitled “Criss Cross Poker” also known as “Run’em Twice Poker”.

The rules and regulations for the game of “Criss Cross Poker” and “Run’em Twice Poker” are contained in K.A.R. 111-501-149 through 111-501-154, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-20-19, Nov. 13, 2019; amended, T-111-10-17-25, Sept. 17, 2025.)

111-501-152. Wagers and play. (a) All wagers at Criss Cross Poker shall be made by placing gaming chips and, if applicable, a match play coupon on the appropriate betting areas of the table layout. A verbal wager accompanied by cash shall not be accepted.

(b) A player must make an ante wager on the across cards and an ante wager on the down cards to participate in that round of play. Both ante wagers must be in the same amount.

(c) A player may also make an optional five-card bonus wager and if offered at the table a progressive wager. A player placing a five-card bonus wager will win the wager if the five community cards constitute a pair of 6’s or higher-ranking hand. The progressive wager will win and pay according to a posted pay table if the player’s two cards plus the three across cards form a qualifying hand.

(d) All wagers in subsection (b) and (c) must be made before the dealer deals the first card of the round.

(e) Once a player has placed a wager and received cards, that player must remain seated until the completion of the round of play. Only players who are seated at the table may touch the cards.

(f) Criss Cross Poker is played with one standard deck of 52 playing cards consisting of a 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king and ace in each of the following four suits: hearts; diamonds; clubs; and spades.

(g) Before the first card is dealt in a round of play, all cards shall be shuffled with an automatic shuffle machine. Manual shuffling of the cards is not permitted.

(h) The dealing of cards for the game of Criss Cross Poker is as follows:

(1) To begin each round the dealer shall deal the five community cards face down on the gaming table in the form of a cross with the three across cards first placed horizontally on the gaming table, followed by one down card placed above the middle card of the across cards and then one down card placed below the middle card of the across cards;

(2) The dealer shall then deal two cards face down to the player farthest to his/her left, continuing to deal each player two cards face down in a clockwise manner. Each player shall receive two cards before the next player receives his or her cards;

(3) After all players have been given the opportunity to look at their two cards, in turn from the dealer’s left to right the players have the following options:

(A) Fold and not participate further in that round of play, which will forfeit all wagers made by the player except for a five-card bonus or progressive wager; or

(B) Make an across wager;

(4) The dealer shall then turn face up the first and last cards of the across cards, but not expose the middle card;

(5) The remaining players then have the following options:

(A) Fold and not further participate in that round of play, which will forfeit all wagers made by the player except for a five-card bonus wager or progressive wager; or

(B) Make a down wager;

(6) The dealer shall then turn face up the top and bottom cards of the down cards, but not expose the middle card.

(7) The remaining players shall then have the following options:

(A) Fold and not further participate in that round of play, which will forfeit all wagers made by the player except for a five-card bonus wager or progressive wager; or

(B) Make a middle card wager; and

(8) The dealer shall then reveal the middle card, which card shall be used for all remaining wagers.

(i) The five-card bonus wager is resolved immediately before revealing any of the players’ cards, regardless of player fold decisions, and is based on the five community cards only. Players that tuck their hand will be eligible for the five-card bonus and progressive payouts regardless of win or loss on any other wager. When folding, players may choose to tuck their cards next to a five-card bonus wager or progressive wager to keep the bets active. Players may also fold and forfeit the chance of winning a five-card bonus or progressive wager and the dealer will move their cards to the discard rack. Working from right to left the dealer shall reveal each player’s cards. The player uses their two cards plus the three cards on the horizontal line of the cross to form an across hand and uses their two cards plus the three cards on the vertical line of the cross to form a down hand. The middle wager is paid if either the across or down hand, or both, qualifies as a win and is paid at the odds of the highest-ranking of those hands.

(j) The dealer shall then pay all winning wagers and collect all losing wagers. 111-501-153. Payout odds. (a) All winning ante wagers that have not been surrendered are paid at odds of one-to-one for a pair of jacks or higher-ranking hand. All ante wagers that have not been surrendered are a push if consisting of a pair of 6’s, 7’s, 8’s, 9’s or 10’s.

(b) All winning across wagers and down wagers that have not been surrendered will receive payout odds using the following pay table:

111-501-164. Object of game. The game of “Face Up Pai-Gow Poker” is played with one deck of 53 cards, the back of which cards shall all be identical in appearance. Each deck of playing cards shall consist of 13 value cards, including an ace, 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, and king, in each of four suits, including hearts, spades, diamonds, and clubs, plus one joker. The object of the game is for a player to beat the dealer’s hand by creating a high hand consisting of five cards and a low hand consisting of two cards in a manner that both of the player’s hands will win against the dealer’s hands. 111-501-165. Definitions. The following definitions, when used pertaining to the game of “Face Up Pai-Gow Poker” shall have the following meanings unless the context clearly indicates otherwise.

(a) “Bank” or “banker” shall mean the house or the dealer.

(b) “Bonus wager” shall mean an optional wager that the player’s seven cards will form a qualifying poker hand, regardless of the manner in which the player set the high hand and the low hand. All bonus wagers shall be banked by the house.

(c) “Copy hand” shall mean either a two-card hand or a five-card hand of a player which is identical in rank to the corresponding two-card hand or five-card hand of the dealer.

(d) “Envy bonus” shall mean an additional fixed sum payoff made to a player who placed a bonus wager of at least $5.00 when another player at the pai-gow poker table is the holder of a premium qualifying poker hand. A player is entitled to multiple envy bonuses if more than one other player is the holder of a premium qualifying poker hand; provided, however, that a player is not entitled to an envy bonus for his or her own cards or the cards of the dealer.

(e) “High hand” shall mean the five-card hand which is formed from the seven cards dealt at the game of pai-gow poker so as to rank equal to or higher than the two-card low hand.

(f) “Natural” when referring to a hand in pai-gow poker shall mean a hand that does not utilize a joker.

(g) “Owner” shall mean the first person betting in a position, the seated player.

(h) “Premium qualifying poker hand” shall mean a five-card or seven-card poker hand with a rank of four-of-a-kind or higher formed from the seven cards dealt to a player.

(i) “Push” shall mean a player loses or has a copy hand on either the high hand or low hand, but wins on the remaining hand.

(j) “Qualifying poker hand” shall mean a five-card or seven-card poker hand with a rank of three-of-a-kind or higher formed from the seven cards dealt to a player.

(k) “Rank” or “ranking” shall mean the relative position of a card or group of cards.

(l) “Second highest” or “low hand” shall mean the two-card hand which is formed from the seven cards dealt at the game of pai-gow poker so as to rank equal to or lower than the five-card high hand.

(m) “Set” or “setting the hands” shall mean the process of forming a high hand and low hand from the seven cards dealt.

(n) “Shadow bet” or “shadow wager” shall mean a wager another player is allowed to place behind the owner’s bet. A shadow bet must abide by table minimums and maximums. The owner has complete jurisdiction over the decisions made when the cards are dealt. The shadow bet must never be stacked on top of the owner’s bet.

(o) “Suit” shall mean one of the four categories of cards, i.e., diamond, spade, club, or heart. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-10-17-25, Sept. 17, 2025.)

111-501-166. Hand rankings. (a) The ranking of the cards used in Face Up Pai-Gow Poker, in order of highest to lowest rank, is ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2. An ace may be used to complete a “straight flush” or a “straight” formed with a 2, 3, 4, and 5. Except as otherwise provided below, the joker is used and ranked as an ace. The hand rankings from the highest to lowest are:

(1) Five aces–a high hand consisting of the four natural aces in the deck along with the joker played in the five-card hand.

(2) Royal flush–a high hand consisting of a 10, jack, queen, king and ace all in the same suit with or without utilizing the joker in the five-card hand.

(3) Small wheel straight flush – a hand consisting of an ace, two, three, four and five card all of the same suit.

(4) Straight flush–a high hand consisting of five cards of the same suit in consecutive ranking with 9, 10, jack, queen and king being the highest ranking and 2, 3, 4, 5, and 6 being the lowest ranking.

(5) Four-of-a-kind–a high hand consisting of four cards of the same rank with four aces being the highest and four 2’s being the lowest.

(6) Full house–a high hand consisting of three-of-a-kind and a pair, with three aces with two kings being the highest and three 2’s with two 3’s being the lowest.

(7) Flush–a high hand consisting of five cards of the same suit.

(8) High hand straight consisting of 10, jack, queen, king and ace not all of the same suit.

(9) Small wheel straight – a high hand consisting of an ace, two, three, four and five not all of the same suit.

(10) High hand straight consisting of five cards in consecutive ranking not of the same suit, with 9, 10, jack, queen and king being the highest ranking and 2, 3, 4, 5, and 6 being the lowest ranking.

(11) Three-of-a-kind–a high hand consisting of three cards of the same rank regardless of suit.

(12) Two pair–a high hand consisting of two pairs of two cards of the same rank regardless of suit.

(13) One pair–a high hand consisting of two cards of the same rank regardless of suit.

(14) High card–a hand that does not encompass any of the hands above.

For purposes of setting the hands, a joker may be used as any card to complete a straight, a flush, a straight flush, or a royal flush. A joker can be used to complete a five-ace hand.

(b) The following hand rankings are listed from high to low and are only applicable to Face Up Pai-Gow Poker bonus wagers and progressive wagers:

(1) Seven-card natural straight flush–a hand consisting of all seven of the player’s cards in the same suit in consecutive ranking using no joker.

(2) Royal flush plus royal match–a high hand consisting of an ace, king, queen, jack, and 10 of the same suit in the five-card hand and a king and queen of the same suit in the two-card hand.

(3) Seven-card straight flush utilizing a joker–a hand consisting of all seven of the player’s cards in the same suit in consecutive ranking using a joker. 111-501-167. Wagers. (a) Only players who are seated at the Face Up Pai-Gow Poker table may touch his or her own cards.

(b) Shadow bets may be allowed at the discretion of the lottery gaming facility manager, but if allowed may only be made on the Face Up Pai-Gow Poker wager made against the dealer.

(c) Prior to the first card being dealt for each round of play, each player shall make a Face Up Pai-Gow Poker wager against the dealer.

(d) There is also an optional bonus wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(e) There is also an optional ace-high wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(f) There is also an optional progressive wager that, if placed, must be placed prior to the first card being dealt for each round to be active.

(g) The Face Up Pai-Gow Poker wager shall win if the high hand of the player is higher in rank than the high hand of the dealer and the low hand of the player is higher in rank than the low hand of the dealer.

(h) If the optional bonus wager is placed, the wager shall win if the player’s seven cards will form a qualifying poker hand, regardless of the manner in which the player set the high hand and the low hand.

(i) Any player who makes a bonus wager of $5.00 or more shall qualify to receive an envy bonus payment.

(j) If the optional ace-high wager is placed, the wager shall win if the dealer’s hand consists of an ace-high pai-gow.

(k) If the optional progressive wager is placed, the wager shall win if the player’s seven cards consist of a full house or higher-ranking hand.

(l) A Face Up Pai-Gow Poker wager made by a player is a tie if:

(1) The high hand of the player is higher in rank than the high hand of the dealer, but the low hand of the player is identical in rank to the low hand of the dealer, which is also known as a copy hand or lower in rank than the low hand of the dealer; or

(2) The high hand of the player is identical in rank to the high hand of the dealer, also known as a copy hand, or lower in rank than the high hand of the dealer, but the low hand of the player is higher in rank than the low hand of the dealer.

(m) A winning pai-gow poker wager shall be paid off by a lottery gaming facility manager at odds of one to one, except that the lottery gaming facility manager shall extract a commission known as “vigorish” from the winning player in an amount equal to five percent of the amount won; provided, however, that when collecting the vigorish, the lottery gaming facility manager may round off the vigorish to the nearest quarter dollar. If a player leaves the table, but owes a vigorish of twenty-five cents or less, the casino may waive the vigorish. The vigorish will be collected from a player at the time the winning payout is made.

(n) If a bonus wager has been made by one or more players, the dealer shall observe the following procedures:

(1) The cards of any player who has placed a bonus wager shall remain on the layout regardless of the outcome of his or her pai-gow poker wager until removed in accordance with the provisions set out below; and

(2) If any player has placed a bonus wager of $5.00 or more, the cards of each player shall remain on the layout regardless of the outcome of his or her pai-gow poker wager until removed in accordance with the provisions set out below.

(o) After settling the pai-gow poker wager of a player who has placed a bonus wager, the dealer may rearrange the seven cards of the player to form the best possible hand and shall be ultimately responsible for creating such hand for purposes of the bonus wager. A joker may be used as any card to complete any hand of five aces, straight, flush, straight flush or royal flush, other than a seven-card straight flush with no joker. If any player at the table has placed a bonus wager of $5.00 or more, the dealer may rearrange the cards of each player at the table regardless of whether that player has placed a bonus wager, and then proceed as follows:

(1) If the player does not have a qualifying pai-gow poker hand, the dealer shall collect the bonus wager, if applicable, and place the cards of the player in the discard rack.

(2) If the player has a qualifying pai-gow poker hand, the dealer shall, if applicable, pay the winning bonus wager in accordance with the approved pay table and place the cards of the player in the discard rack.

(p) The dealer shall, starting from the right and moving clockwise around the table, settle with each player who has at least $5.00 bet on the bonus or who has a bonus wager and a qualifying poker hand.

(q) If the player has a $5.00 bet or more on the bonus, the dealer shall pay the player the appropriate envy bonus payment set forth by these rules and place the cards of the player in the discard rack.

(r) If the player has a bonus wager and a qualifying poker hand, the dealer shall pay the winning bonus wager in accordance with the pay table set forth below.

(s) If the player has an ace-high wager, the dealer shall pay the winning ace-high bonus wager in accordance with the pay table set forth below.

(t) If the player has a progressive wager and a qualifying poker hand, the dealer shall pay the winning progressive wager in accordance with the pay table set forth below.

(u) All winning bonus and envy wagers made in accordance with these rules shall be paid at the following odds or in the following amounts, as applicable:

(v) All winning ace-high wagers made in accordance with these rules shall be paid at the following odds:

(1) Dealer and player both have an ace-high pai-gow hand pays 40 to 1.

(2) Dealer has an ace-high pai-gow utilizing a joker pays 12 to 1.

(3) Dealer has an ace-high pai-gow without utilizing a joker pays 5 to 1.

(w) All winning progressive wagers made in accordance with these rules shall be paid based on the player’s hand at the following odds:

(1) Full House pays 4 for 1.

(2) Four-of-a-kind pays 75 for 1.

(3) Straight flush pays 100 for 1.

(4) Royal flush pays 500 for 1.

(5) Five aces pays 10% of the progressive jackpot.

(6) Seven-card straight flush, with or without utilizing the joker, pays 100% of the progressive jackpot.

Progressive prizes do not include the return of the player’s original wager and only the two prizes denoted as percentages shall be paid out of the progressive pool.

(x) The minimum progressive wager shall be in the amount of $5 as posted at each table that offers the progressive wager.

(y) The progressive pool shall be funded as follows:

(1) The casino manager shall initially contribute $10,000 for a $5.00 bet configuration to establish the beginning amount of the progressive pool. The progressive pool will be replenished in that same amount each time the 100% progressive prize is awarded; and

(2) 29% of each progressive wager shall be added to the progressive pool.

(z) If during the same round of play more than one player is entitled to 100% of the progressive pool, the players will split the jackpot evenly.

(aa) After each round of play is complete, the dealer shall collect all losing wagers and pay off all winning wagers. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-10-17-25, Sept. 17, 2025.)

111-501-168. Play. (a) The starting position for the dealing of cards or the delivery of stacks of cards for the game of Face Up Pai-Gow Poker may be determined in one of the following manners:

(1) The dealer shall shake a lidded container with three dice inside at least three times so as to cause a random mixture of the dice.

(A) The dealer shall then remove the lid covering the container, total the sum of pips facing up on all three dice and announce the total.

(B) To determine the starting position, the dealer shall count counterclockwise around the table, with the position of the dealer considered number one, and continuing around the table with each betting position counted in order, including the dealer, regardless of whether there is a wager at the position, until the count matches the total of the three dice.

(C) The dealer shall replace the lid on the container, shake it once and then place it to the left of the dealer’s rack; or

(2) The dealer may use a computerized random number generator to select and display a number from 1 through 7, inclusive. To determine the starting position, the dealer shall count counterclockwise around the table, with the position of the dealer considered number one, and continuing around the table with each betting position counted in order, including the dealer, regardless of whether there is a wager at the position, until the count matches the number displayed by the random number generator.

(b) The cards shall be either manually shuffled or shuffled by a shuffling machine. If shuffled manually, the dealer shall cut the cards. If a shuffling machine is used, no cutting of the cards will occur. Pai Gow is a game with six player positions and one position for the dealer.

(c) Starting with the position on the table as determined above, the dealer shall deal the first hand to the starting position as determined in (a) above and moving clockwise around the table, deal all other positions, including the dealer, regardless of whether there is a wager at that position.

(d) After seven cards have been dealt to each position, the dealer shall count and determine that exactly four cards are left. The four cards shall not be exposed to anyone at the table but shall be spread on the table as proof the other 49 cards have been dealt. The four cards shall then be placed in the discard rack. If more or less than four cards remain, the dealer shall determine if the cards were misdealt. If the cards were misdealt and a player or the dealer has more or less than seven cards, all hands shall be removed from the table and new hands dealt.

(e) The dealer shall then collect any cards dealt to a position where there is no wager and place them in the discard rack without exposing the cards.

(f) Once seven cards have been dealt to each position and the dealer, and any cards dealt to a position with no wagers have been collected, the dealer shall expose and set the dealer’s hand before the players’ hands are set.

(g) The dealer shall set his or her hands by arranging the cards into a high and low hand using the electronic device configured to follow house rules or by following the following rules:

(1) No pair: Use the highest card in the high hand. Use the second and third highest cards in the low hand.

(2) One pair: Always play the pair in the high hand.

(3) Two pair: Always use the following rules for two pairs:

(A) Play an ace in the low hand and two pair in the high hand when possible.

(B) Split aces and any other pair.

(C) Split 10’s, jacks, queens, and kings with a pair of 6 cards or higher.

(D) Do not split two pair of 6 cards or lower.

(E) Split all other two pair possibilities.

(4) Three Pair: Play the highest of the three pairs as low hand.

(5) Three-of-a-kind: Always keep unless three aces, then use one ace with the next highest card as the low hand. With two three-of-a-kind, play a pair of highest three-of-a-kind as the low hand. With three-of-a-kind with an additional two pair, set the highest pair in the low hand and play the full house in the high hand.

(6) Straight, flush, straight flush, or royal flush: With a 6 or 7 card straight, flush, straight flush, or royal flush, use the highest card or cards in the low hand.

(A) With a straight, flush, straight flush, or royal flush along with an additional pair, use the pair as the low hand keeping the straight, flush, straight flush, or royal flush as the high hand.

(B) Use the two pair rules above when possible.

(C) Set the highest low hand possible while still playing the straight or flush in the high hand.

(7) Full House: Always split unless the hand contains an additional ace and king or higher to play in the low hand. If the dealer has an additional pair, then play the highest of the two pair in the low hand.

(8) Four-of-a-kind: Apply the two pair rule, above, except that if the hand also contains an additional pair, use the pair in the low hand.

(A) Four aces always split unless the hand also contains an additional pair of sevens or better to play in the low hand.

(B) Four jacks, queens, or kings always split unless the hand also contains an additional pair of tens or better to play in the low hand.

(C) Four 7’s, 8’s, 9’s, and 10’s always split unless the hand also contains an additional ace and jack or higher to play in the low hand.

(D) Never split other four-of-a-kind hands not mentioned in (A) through (C) above.

(9) Five aces: Keep only with a pair of kings, otherwise split.

(h) All players shall then set their hands. The dealer shall then expose both hands of each player, starting from the right and proceeding counterclockwise around the table. The dealer shall compare the high and low hand of each player to the high and low hand of the dealer and shall announce if the pai-gow poker wager of that player shall win, lose, or be considered a tie.

(i) All losing pai-gow poker wagers shall be immediately collected by the dealer and put in the table games chip tray. A pai-gow poker wager made by a player shall lose if:

(1) The high hand of the player is lower in rank than the high hand of the dealer and the low hand of the player is lower in rank than the low hand of the dealer;

(2) The high hand of the player is identical in rank to the high hand of the dealer or the low hand of the player is identical in rank to the low hand of the dealer (a copy hand) and the other hand of the player is identical in rank or lower in rank than the other hand of the dealer;

(3) The high hand of the player was not set so as to rank equal to or higher than the low hand of that player; or

(4) The two hands of the player were not otherwise set correctly in accordance with the rules of the game.

(j) All hands that resulted in a winning pai-gow poker wager shall remain face up on the layout. Winning wagers shall be paid as the dealer exposes the players’ cards with the exception of the hands that require income tax withholding and/or reporting, which are paid once the necessary documents are completed.

(k) After a winning pai-gow poker wager has been paid, and the vigorish collected, the dealer shall, if applicable, then pay any optional bonus wager, envy bonus, ace-high wager or progressive wager of that player. Before paying a winning optional wager or envy bonus, the dealer shall, if necessary, reset the player’s high hand and low hand to form the hand type yielding the highest bonus payout to which the player is entitled. The dealer shall then collect the cards from that player.

(l) All cards collected by the dealer shall be picked up in order and placed in the discard rack in such a way the cards can be readily arranged to reconstruct each hand in case of a question or dispute.
