Notice of Hearing

A public hearing will be held at 9:00 a.m. November 20, 2025, in the conference room of Kansas Development Finance Authority (the “Authority”), at 534 South Kansas Ave., Suite 800, Topeka, KS 66603, on the proposed issuance by the Authority in one or more series of qualified 501(c)(3) revenue bonds (the “Bonds”) in an aggregate principal amount not to exceed $75,000,000. The Bonds will be issued pursuant to K.S.A. 74-8901 et seq. (the “Act”) and a plan of financing to make a loan of the proceeds thereof to and for the benefit of The Kansas University Endowment Association, a Kansas not-for-profit corporation (the “Institution”), for the following purposes: (i) to finance, refinance, and reimburse the costs of a project (collectively, the “Project”) benefiting The University of Kansas and its affiliates comprised of the demolition, acquisition, construction, improvement, furnishing, and equipping of certain facilities and other property and related land and other related facilities, relating to the University’s football stadium improvement (Gateway) project and related improvements, including, but not limited to, phase II of such improvement project, located at or about 1101 Mississippi Street, Lawrence, Kansas, and (ii) to fund interest and reserves for the Bonds, if any, and to pay certain costs incurred in connection with the issuance of the Bonds.

The Bonds will be limited obligations of the Authority, payable solely from loan payments to be made by the Institution, and will not constitute a general obligation or indebtedness of the State of Kansas or any political subdivision thereof, nor will the Bonds constitute an indebtedness for which the faith and credit and taxing powers of the State of Kansas are pledged, but the Bonds will be payable solely and only from loan payments to be made by the Institution in amounts sufficient to pay the principal of, interest and redemption premium, if any, on the Bonds.

All individuals who participate in the hearing, including those physically present and those joining the hearing via conference call, will be given an opportunity to express their views for or against the proposal to issue the Bonds, and all written comments previously filed with the Authority at its above-referenced offices will be considered.
